Wisconsin Department of Transportation—Bureau of Transportation Safety Report WisDOT staff review the Bureau of Transportation St. Croix County quarterly safety report. 2. Wisconsin Department of Transportation Engineer Report WisDOT staff provided updates on ongoing construction and proposed projects within St. Croix County. 3. St. Croix County Crash Report - January 2026 to July 2026. St. Croix County staff reviewed the January to July 2026 quarterly crash reports noting three fatalities. 4. St. Croix County Safe Streets and Highways for All Grant Application Update Staff reviewed the Safety Improvement Plan and the SS4A Grant Applications. 5. CTH G/CTH T Highway Safety Improvement Project update. County Engineer Raleigh provided an update on the Highway Safety Improvement project at CTH G and CTH T. 6. Review of County Highway Parking Safety Concerns and Proposed Parking Restrictions Staff provided information regarding traffic safety concerns associated with on-highway parking along various sections of the County Trunk Highway (CTH) system. Staff further noted that the St. Croix County Transportation Committee would be considering a proposed no-parking ordinance for these locations at an upcoming meeting. 7. CTH D Bridge Closure - P-55-915 (Approximately 2 miles north of STH 12) County Engineer Raleigh provided an update on the CTH D bridge located just north of the intersection with 90th Street. The bridge was closed due to structural deterioration associated with traffic loading and will remain closed until its Page 2 of 34 anticipated replacement in the summer of 2027. Stat. § 349.13(1e)(a) authorizes counties, as local authorities, to regulate the stopping, standing, and parking of vehicles on highways under their jurisdiction. The St. Croix County Highway Department has identified several locations along the county trunk highway system where roadside parking creates recurring public safety and roadway maintenance concerns. In these areas, parked vehicles reduce sight distance, impede traffic operations, interfere with snow removal and routine maintenance activities, and create hazards for both motorists and Highway Department personnel. Many of these locations have experienced increasing roadside parking associated with recreational activities, special events, or other recurring uses that were not anticipated when the roadways were originally designed. The adopted ordinance establishes permanent no parking restrictions on specific segments of county highways where engineering evaluation and operational experience have determined that parking presents an unacceptable safety risk or significantly impacts the County's ability to maintain the roadway. The ordinance is intended to improve public safety, preserve the efficient operation of the transportation system, and provide law enforcement with clear authority to address parking violations in these designated locations. The Highway Department will periodically review parking conditions throughout the county highway system and, as traffic patterns, roadway conditions, and land uses evolve, may recommend modifications to designated no parking areas when such changes are determined to be in the best interest of the safety of the traveling public and the efficient maintenance of the county highway system.
