1. Call to Order
Chair Berke called the special park tour meeting of the Town of Troy Park Board to order at
5:00 p.m.
2. Request public comment
No public comment.
3. Park site tour to inspect grounds and facilities
Glover Park, 428 North Glover Road, Hudson (meet at South Field):
a. Observe South Field related to leveling and improvement project, Rob Jones,
Cedar Corp. – Alicia Schneider
Rob Jones reviewed the options for leveling the field. If the third baseline stays where it
is, trees would need to be removed as part of the leveling project; cost for this option to
likely be over $25,000 in cost so it would need to go out for bid. Discussed option of
reducing the foul territory along the third baseline by a few feet, rotating the field
slightly, then level field so it’s one foot above the infield. Park Board preferred this
option. Rob Jones will come back with estimates and ask BS Construction to meet on
site to consider the project. Subcommittee to continue working with Rob on project.
b. Observe Omaha Access trail regarding possible easement and any options to
upgrade path from Omaha Road – Chair Jill Berke
Chair Berke noted that the honeysuckle on Eagle Trail heading toward Omaha Access
should be trimmed back. She has been researching the Town’s easement that comes
off Omaha Road and who is responsible for maintenance. Discussed potentially
widening the path to its original width and/or leveling where ruts have formed and
adding class 5 gravel. Will continue to discuss as we receive more information.
c. Observation of community building, including kitchen
Member Reese met with Baldwin Telecom to discuss the fiber install; the best place to
come into the building is on the north side of the kitchen. Equipment would be near the
ceiling to the left of the sink. Member Reese to train current Rangers on the security
technology. Second handwash sink was discussed. Member Huttemier suggested
getting feedback from groups and individuals that use the kitchen.

d. Observe parking optimization plan – Mark Swanson
Observed where the parking posts will go near the East Pavilion/water pump area, and
along the road in front of the community building. Observed the overflow parking area;
will do new signage for tournaments and add gravel at the entrance. Rob Jones said
that Cedar Corp. can come out with GPS and mark the parking area. Discussed
number and width of spaces. Will discuss further at regular Park Board meeting.
Discussed adding designated pickleball parking.
e. Observe possible locations for newly donated bike rack (St. Croix County
Bike/Pedestrian Coalition, Donor)
New bike rack to be placed on the north side of the community building, lined up with
the existing bike rack, on the south side. Chair will contact town road crew to install.
f. Other site observations and potential projects
Work to continue on leveling the South Field, parking optimization, WiFi for the park,
and legal issues surrounding Omaha Access.
Cove Boat Ramp, 306A South Cove Road, Hudson:
a. Site observations and potential projects
Ramp and gangway started floating away in the high water. Windmill Marina came out
and placed it in the high water location; broke off the roller. Member Freund will follow
up on repairs. Ask road crew to spray for poison ivy on both sides of the ramp, fill large
rut with asphalt, and stripe the parking spots. DNR put up a “no wake” sign.
Pemble’s Access, 193 Glenmont Road, River Falls
a. Site observations and potential projects including border fencing and surface
condition of parking and beach areas
Currently closed due to high water. Garbage can enclosures are floating; in the future,
the enclosures should be placed on the asphalt area at season opening to protect from
possible high water. Someone cut the chain at the gate, taking the lock and chain. Road
crew will clean up debris when the water recedes. Fencing looks satisfactory. Chair
Berke will remind Rangers to move the “private property” sign when water is down.
4. Adjournment
Member Swanson moved to adjourn the meeting; second by member Hutteimier. Motion
unanimously carried. The May 23, 2022 special meeting of the Town of Troy Park Board
adjourned at 7:02 p.m.
Next Meeting: May 24, 2022 (regular meeting)
Respectfully submitted,
Amanda Randall
