TOWN OF STAR PRAIRIE, WIS.TOWN BOARD MEETING - MINUTESTUESDAY, JUNE 4, 2024 – 6:00 P.M.STAR PRAIRIE TOWN HALL2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:06 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty, Town Counsel Nick Vivian and Andrea Neumann, Clerk/Treasurer. The Pledge of Allegiance was recited. Agenda: Motion M/S by Darryl Wendt/Michele Hermansen to approve the agenda, as submitted. Motion carried. Approval of Minutes: Motion M/S by Michele Hermansen/Brian Duggan to approve minutes from the May 8 Town Board Meeting, May 14 Work Session and May 14 Board of Review, as submitted. Motion carried. Treasurer’s Report: Reviewed. No action taken. Building Permits: The May 2024 building permits were read as submitted by the Building Inspector. Motion M/S by Bob Crotty/Darryl Wendt to accept the report, as submitted. Motion carried. Public Comments: Jim Munson addressed the Town Board regarding Cedar Lake Speedway and UTV/ATV routes. Nancy Karastes addressed the Town Board regarding Oakland Cemetery. They ordered an updated plot book, and she’d like help getting a listing on the website. St. Croix County: Community Development - Land Use Permit: Reviewed Tyler Enright’s permit for 26x24 detached garage at 946 Brave Drive Somerset, Wis. No action taken. Plan Commission Recommendations: Board reviewed North Woods Industries Commercial Use Permit Application, recommended for approval at the Plan Commission’s May meeting. Town received an inquiry from St. Croix County, asking about the driveway proximity. Motion M/S by Darryl Wendt/Brian Duggan to confirm with St. Croix County the Town of Star Prairie takes no issue with the North Woods Industries driveway placement or commercial use application. Motion carried. Board reviewed Andrews Concept Review, recommended for approval to proceed with CSM draft at the Plan Commission’s May meeting. No action required. Class “B” Beer License Applications: Board reviewed Class “B” Beer License applications submitted by local businesses. Town Counsel Nick Vivan clarified the discretionary guidelines used to consider operator’s license applications: a Town Board can approve, deny or table to request a meeting to gather additional information. Motion M/S by Darryl Wendt/Bob Crotty to table application for C.G. until such a time when the employer and applicant appear before the board to provide additional information for consideration of extenuating circumstances. Spring Clean-Up Summary: Board reviewed results of 2024 Spring Clean-Up event, hosted Saturday, May 4. Because the County already hosts free electronic recycling events, the Board discussed the possibility of directing funding used for Spring Clean-Up towards use of New Richmond’s compost site. Schedule Monthly Work Session: June Work Session scheduled for Thursday, June 20 at 1:00 p.m. Town Road Maintenance: Road Patching, Repairs, Mowing and Other Issues: Speed on Brave Drive: Clerk directed to order Children at Play or similar sign to be posted within Town’s segment of Brave Drive. Damaged Sign: Speed limit sign down on 183rd into 90th, closer towards Rivers Edge Drive. Clerk to notify SCC.Town of Star Prairie - Town Board Meeting - Tuesday, June 4, 2024 2 of 3 Boat Landing: Board to address rebar sticking out at Boat Landing along County Road C. Tom Heintz to connect with SCC Engineer regarding parking concerns along Xcel’s portage access. Potholes: Resident reported large potholes on 115th, north of NR compost, after the rest were filled today. Driveway/Private Drive off 192nd Ave: Town received inquiry regarding access to private driveway. Per Town Ordinance 6-4-1(k) and County Ordinance 15.405(4)(a), joint/shared driveways should provide access to no more than two lots/parcels.
