5.Sex Offender Residence Appeal -Brynn Larsen
Re: Police Chief Brad Olsen/Dana Sotka-DOC
A. Review of Sex Offender Residence Appeal Application
B. Recommendation on Sex Offender Residence Appeal Application to City
Council
Brynn Larsen presented the Planning Commission a Sex Offender Residence
Appeal Form. Miss. Larsen has bought a house at 204 W. Highland Dr. Oconto
Falls WI. 54154. Police Chief Olsen explained that the house location is within a
thousand feet of the beach and is in violation of the City Ordinance Chapter 392-
4 (A). (Prohibited location of residence. It is unlawful for any designated
offender to establish a permanent residence or temporary residence in the City of
Oconto Falls within 1,000 feet of any school, church, park, playground, library,
day-care facility or other place where children normally congregate. The City
Administrator will maintain the official map showing the restricted areas.
Police Chief Brad Olson went over City Ordinance.) Miss. Larsen gave a
statement to the Committee expressing remorse for her past actions and
apologized for the crimes she committed. She stated that she is working toward
becoming a productive member of the community again and is making every
effort to be involved in the community as much as her current restrictions allow.
Planning Commission Public Hearing August 18,2026 4
Questions and comments from the public and committee;
• Who drew up the map showing the boundaries? The Police Chief had
Oconto County do the map with footage. They are able to get more
precise locations.
• How did this get over looked? Miss. Larsen did have the Department of
Corrections go through a resident’s assessment. At the time the
assessment stated there was no ordinance restricting the resident’s
location unless it is within a thousand feet of a prohibited location.
Department of Correction stated that at the time the house was not in
violation of an ordinance. When the Police Chief reviewed it was found
to be in violation of City Ordnance. The house is within one thousand feet
of the Westside Beach. Chief did notify Miss. Larsen of the violation and
the appeal process. Miss. Larsen then filed the appeal. The Department
of Corrections does not normally notify the Police until after there is an
address.
• Do level three sex offenders have to notify their neighbors? No level
three
does not have a personal legal requirement to notify their neighbors
themselves, but law enforcement provides widespread community notification.
• There was a letter read from Grace Luther Churches Pastor in regards to
Miss. Larsen’s good character and involvement in the church.
• Community members concern of if she moves into the house that she will
be with in violation of the City Ordinance. City Ordinances are made for
a reason and rules need to be followed. If not followed the one time it sets
a precedent for others to come.
• Community members concern of if you allow sex offenders to move into
the area people looking to move here take that into consideration of how
many sex offenders already reside here and if rules have been followed
for them or overlooked.
MOTION: Rice/Mercier
Motion to accept Sex Offender Residence appeal application and approve to Common
Council.
Roll Call: Rice-aye, Mercier-aye, Coopman-aye, Kostreva-aye, Bahrke-no
