Wise Wisconsin for implementing new Brine system that has saved up to 25% salt
savings.
City Hall Operations: Myself and the Deputy have new emails addresses ending with
.gov in order to be compliant with Wisconsin Election Commission email security
protocols. Our previous emails will remain active while we switch all accounts over to
the new emails. The remaining city email addresses for employees and Council

work with Nsight to setup a time to meet with your laptop. The existing email address
can stay active for a year or more while switch all items over.

existing water, sewer and Storm Sewer and replacing with new.

Columbia Street, by Farm Road.
A 4inch water main ruptured by intersection of Milwaukee & Wisconsin . The Utility and
Dorner Constriction spent several days repairing, ultimately replacing approximately 60
feet of pipe along Wisconsin before being able to get where the water line will hold. The
timeline to do a full rebuild of Wisconsin will need to move up on our project priority list.

and Eastside Beach in order to connect the cameras to City Hall. New Point to Point
Connection is being setup From W Highland Lift Station to the Westside Beach
Cameras.

buildings in City. In order to potentially provide support for a project, TIF#3 needs to be
amended in order to include the project area and to financial analysis that the Tax
Increment District can support the project and minimally break even. A TIF Amendment
is in the packet, with a proposal from Ehlers to do the calculations for the City to stay in
compliance on residential development and Financial break even.

Auditors were onsite March 31sth through April 4th. The Audit results are expected in

then vote on approval
Ordinance 25-001 to amend Downtown Commercial District (C-1) Zoning update to
approve upper floor housing, single and multifamily homes and apartments.

being able to rebuild existing businesses in the same footprint.

Street Dept Hoists Overview
Attached is the hoist info I collected. I did not get a screen shot of the final hoist sale, but
the amount it sold for was $11450. It was a twin to our hoist, in very similar condition. The
replacement 2 post I would like to get is $7288.00, local vendor was able to split online
pricing and include an additional adapter kit. Snap on was cheaper but would charge us
$1745 for install, not including electrical work

Council Memo:
Request to Support Winter Road Safety and Efficiency Grant Program
Mayor and Council Members,
Allison from Saltwise WI has requested the City’s elected officials contact our local State
Representative’s and State’s Senator’s to support Winter Road Safety and Efficiency Grant
Program that would provide grant funding to counties and municipalities to purchase brine
equipment in order to reduce salt usage. Wally will be attending the State Budget listening
session in Kaukauna on Tuesday to urger for support. Below is template to use.
*************************************************************************************
“ Dear Senator Wimberger and/or Representative Steffens
I'm reaching out to express my support for a Winter Road Safety and Efficiency Grant
Program. Advances in snow and ice control including ground speed control systems,
improved plow blade technologies, and the utilization of salt brine, enable annual road salt
reductions of 25-50%. Unfortunately, the initial capital investment cost of this equipment
prohibits many municipalities from tapping into these benefits. Grant program dollars for
equipment and staff training can jumpstart long-term savings in annual salt use and
reduced infrastructure repair costs, and protect our freshwater resources.
Please review the attached program proposal.
Personally, the City of Oconto Falls Street Department has tested one truck with a 250-
gallon salt brine tank during the 2024-2025 winter season. The one truck applying two
tanks of salt brine to roads in advance of winter storms has reduced salt usage by up to
30% to the City, reducing salt that goes into stormwater and salt costs to our taxpayers.
The City is requesting support of Winter Road Safety and Efficiency Grant Program in order
to purchase brine holding tank and expand the brine tanks to additional trucks in order to
reduce salt use event further. The City of Oconto Falls is asking for your support of Winter
Road Safety and Efficiency Grant Program. Below is a link to map of how the expanded
Winter Road Safety and Efficiency Grant Program worked in Ohio. “

DISCLOSURE OF CONFLICTS OF INTEREST/OTHER REQUIRED
INFORMATION
Actual/Potential Material Conflicts of Interest
Ehlers has no known actual or potential material conflicts of interest that might
impair its ability either to render unbiased and competent advice or to fulfill its
fiduciary duty to Client.
Other Engagements or Relationships Impairing Ability to Provide Advice
Ehlers is not aware of any other engagement or relationship Ehlers has that might
impair Ehlers’ ability to either render unbiased and competent advice to or to fulfill
its fiduciary duty to Client.
Affiliated Entities

services and bidding agent service. Ehlers and these affiliates do not share fees. If
either service is needed in conjunction with an Ehlers municipal advisory
engagement, Client will be asked whether or not they wish to retain either affiliate to
provide service. If BTSC or EIP are retained to provide service, a separate agreement

Material Legal or Disciplinary Events
Neither Ehlers nor any of its officers or municipal advisors have been involved in any
legal or disciplinary events reported on Form MA or MA-I nor are there any other
material legal or disciplinary events to be reported. Ehlers’ application for permanent

disciplinary disclosures.

currently available “Fast Search” function and entering our CIK number
(0001604197).
Ehlers has not made any material changes to Form MA or Form MA-I since that date.
Conflicts Arising from Compensation Contingent on the Size or Closing of
Any Transaction
The forms of compensation for municipal advisors vary according to the nature of
the engagement and requirements of the client. Compensation contingent on the
size of the transaction presents a conflict of interest because the advisor may have
an incentive to advise the client to increase the size of the securities issue for the
purpose of increasing the advisor’s compensation. Compensation contingent on the
closing of the transaction presents a conflict because the advisor may have an
incentive to recommend unnecessary financings or recommend financings that are
disadvantageous to the client. If the transaction is to be delayed or fail to close, an
advisor may have an incentive to discourage a full consideration of such facts and
circumstances, or to discourage consideration of alternatives that may result in the
cancellation of the financing or other transaction.
Any form of compensation due a Municipal Advisor will likely present specific conflict
of interests with the Client. If a Client is concerned about the conflict arising from
Municipal Advisor compensation contingent on size and/or closing of their
transaction, Ehlers is willing to discuss and provide another form of Municipal
Advisor compensation. The Client must notify Ehlers in writing of this request within
10 days of receipt of this Municipal Advisor writing.

The website address of the MSRB is www.msrb.org. Posted on the MSRB website is a

provided by MSRB rules and how to file a complaint with the financial regulatory
authorities.
