1 MONDAY, AUGUST 10, 2026 FOLLOWING 2026 COMPREHENSIVE PLAN PUBLIC HEARING AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: July Checks # 18535 – 18537 & Aug Checks # 18538 – 18568 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:49 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheryl Barnharst, Road Supervisor Matt Goeb and Constable Jack Jasinski Sr. Also present were 11 residents, and 1 non-resident (Tamaya Loewe). ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. CHAIRMAN REPORT: Election on Aug 11, 2026. Data Center, the people in power doing DNA we will not. PUBLIC COMMENTS* Data center, nothing and the Town will keep the public inform if any information. Solar panels. APPROVAL OF THE MINUTES: Motion by Hodal to approve the July 13, 2026 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s July 31, 2026 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: 2010 pickup out of service. Repair bat wing mower & replaced flasher light on John Deere. Ventilation fan installed at garage with switch by door. Working with FEMA on spring flooding paperwork for the estimated $30,000.00. The 19th Ave LRIP double chip seal project done. Gravel roads graded. CONSTABLE REPORT: Eight incidents: UTV stops, trash dumped & damaged road shoulder. APPROVE & ADOPT THE 2026 COMPREHENSIVE PLAN: Motion by Hodal to approve & adopt the 2026 Comprehensive Plan with the correction on page 3 t to the, and page 4 2035 to 2050, seconded by Schumer and carried aye-3. APPROVE ORDINANCE 15-1 2026 COMPREHENSIVE PLAN: Motion by Schumer to approve Ordinance 15-1 2026 Comprehensive Plan, seconded by Hodal, roll call vote Scott yes, George yes, & Ginny yes, carried aye-3. 2 APPROVAL OF OPERATOR LICENSE FOR 2026-2028: JOSHUA MILHEISER-ROADHOUSE AMANDA MULLOOLY-ROADHOUSE ANDREW MAYER-BIG FRANKS Motion by Hodal to approve the 3 above named operators for a 2026-2028 Operator License, seconded by Schumer and carried aye-3. NECEDAH MOTEL EXCESSIVE TRUCK NOISE: Since roundabout excessive loud noise with the engine braking by Necedah Motel, the house & ground shakes. Since a state road the Town needs to send request for no engine braking or speed limit. SPEED LIMIT ON MURMURING PINES DR: Look into signs for 25 mph speed limit @ bridge & slow children at play signs, but no speed bumps. APPROVE & ADOPT UPDATED EMERGENCY OPERATION GUIDANCE PLAN: Motion by Hodal to approve the Updated Emergency Operation Guidance Plan dated 8/10/2026, seconded by Schumer and carried aye-3. ISSUES WITH FORD F250 2010 PICKUP TRUCK: Look into & get quotes for 4 wheel truck, check state municipal truck, use levy to pay. There were 11 residents including the board, and 2 non-residents (Tamaya Loewe & Matt Goeb). 2026 COMPREHENSIVE PLAN: Discussion of 2026 comprehensive plan, a PDF on website of it.
