1 MONDAY, DECEMBER 8, 2025 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Nov Checks # 18211 - 18213 & Dec Checks # 18214 –18242 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisor George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Brian Schauer, and Constable Jack Jasinski Sr. Also present were 4 residents, and non- resident Matt Goeb. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. CHAIRMAN REPORT: Hwy 21 roundabout done. It’s very nice & safe, it helps reduce accidents. Dec 13 Saturday Wreaths across America, & parade. Tax bills mailed out today. PUBLIC COMMENTS*: Can a resolution be done to lower speed limit on town road? Enforcement and cost of signs. APPROVAL OF THE MINUTES: Motion by Hodal to approve November 10, 2025 Regular Town Board Meeting, November 17, 2025 Public Budget Hearing, & November 17, 2025 Special Elector Meeting, & November 17, 2025 Special Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s November 30, 2025 & seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Patching 5-6 kettles, grading roads, maintenance on equipment, sign repair, removed down tree from wind, completed & submitted passer report to state, snow removal, plowing, sanding & scraping. We put up flag pole at Danish Cemetery. Town of Germantown is giving $500.00 towards cost of teeth for groomer. CONSTABLE REPORT: Dealt with 4 issues; property check, truck dragging fuel nozzle, tire casing in road, & spoke to individual about plowing snow across road. MOTION TO HIRE PART-TIME EMPLOYEE MIKE BELSKY AT $25.00 AN HOUR: Motion by Schumer to approve hiring Mike Belsky as part-time employee at $25.00 an hour, seconded by Hodal and carried aye-3. 2 APPROVE THE 2026-2027 ELECTION POLL WORKER LIST: Motion by Hodal to approve the 2026-2027 Election Poll Worker List as presented, seconded by Schumer and carried aye-3. APPROVAL OF NECEDAH FIRE & RESCUE 2026 CONTRACT: Motion by Hodal to approve the 2026 Necedah Fire & Rescue contract for $72,332.48 for the year in quarter payments, seconded by Schumer and carried aye-3. APPROVE 2025 BUDGET ADJUSTMENTS TO ACTUAL COSTS: Motion by Schumer to approve the 2025 budget adjustments to actual costs as presented, seconded by Hodal and carried aye-3. MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WI STATUE19.85(1)(C) CONSIDER EMPLOYEES COMPENSATION/WAGES/BENEFITS/EVALUATION: Motion by Schumer to go into closed session at 6:55pm, seconded by Hodal and roll call vote Darnell yes, Schumer yes and Hodal yes, aye-3. RECONVENE INTO OPEN SESSION: Reconvene into open session at 7:06pm with same board members named above. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: Motion by Schumer to give full time employees a wage increase of $1.00 an hour, so wages now Brian at $29.25, & Matt $25.50, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, JANUARY 12, 2026 AT 6:30pm: ADJOURNMENT: Motion by Schumer to adjourn at 7:10 pm, seconded by Hodal and carried aye-3.
