1 MONDAY, NOVEMBER 10, 2025 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Oct Checks # 18182 - 18184 & Nov Checks # 18185 –18210 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisor George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Brian Schauer, and Constable Jack Jasinski Sr. Also present were 5 residents. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. CHAIRMAN REPORT: Highway 21 roundabout hopefully done by end of November, a big improvement. Veterans Program at school tomorrow. PUBLIC COMMENTS*: Need ordinance to get rid of junk, clean up the area, get rid of junk vehicles, or zoning. Need enforcement of junk, campers, to many & no septic. APPROVAL OF THE MINUTES: Motion by Hodal to approve the October 7, 2025 Special Town Board Meeting-Budget, October 14, 2025 Regular Town Board Meeting & October 20, 2025 Special Town Board Meeting-Budget report as presented, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s October 31, 2025 & seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Stop signs still being vandalize and stolen. RR transverse lines painted. Resident needs to keep gravel off 20th St W. Put up addition signage on 12th Ave due to curves. CONSTABLE REPORT: Dealt with 5 issues; driving golf balls on runway, checked Bayview cemetery, & helped UTV driver.. BUDGET PUBLIC HEARING & SPECIAL ELECTOR MEETING NOVEMBER 17, 2025 AT 7:00PM. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, DECEMBER 8, 2025 AT 6:30pm: 2 ADJOURNMENT: Motion by Schumer to adjourn at 6:58 pm, seconded by Hodal and carried aye-3. PUBLIC BUDGET HEARING MEETING CALL TO ORDER: Public budget hearing called to order at 7:00pm, by Scott Darnell. There were 11 residents including the board, and 1 non-resident. 2026 BUDGET REVIEW: Discussion of 2026 budget, rising cost of everything especially the ambulance service, cost of audit, revaluation, tough decisions on costs, talked about exceeding the levy. ADJOURNMENT: Motion by Jack Jasinski Sr to adjourn, seconded by George Schumer at 7:30pm. Motion carried. SPECIAL ELECTORS MEETING CALL TO ORDER: Special elector meeting called to order at 7:30pm, by Scott Darnell. There were 11 residents including the board, and 1 non-resident. Hand vote. DISCUSSION/MOTION TO SET THE 2025 TAX LEVY FOR THE TAX BILLS & APPROVE THE 2026 BUDGET: Motion by Jack Jasinski Sr to set the 2025 Tax Levy at $338,928.00 for the tax bills & approve the 2026 Budget for $1,131,810.00, seconded by Pam Hubert, motion carried by hand vote 11 aye, 0 nay. ESTABLISH HOURLY WAGE TO AUTHORIZE ANY ELECTED TOWN OFFICIAL TO WORK PART-TIME FOR TOWN: Motion by Steve Bezemek to establish the hourly wage for any elected town official to work part-time at $20.00 an hour, seconded by Pam Hubert, motion carried by hand vote 11 aye, 0 nay. ADJOURNMENT: Motion by George Schumer to adjourn, seconded by Christine Heinzl, motion carried by hand vote 11 aye, 0 nay. Adjourned at 7:45 pm. Those present were: Chairman Scott Darnell, Supervisor George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Brian Schauer, and Constable Jack Jasinski Sr. Also present were 5 residents. MOTION TO ADOPT THE 2026 BUDGET WITH THE 2025 TAX LEVY AS APPROVED BY THE TOWN ELECTORS: Motion by Hodal to approve the 2026 budget of $1,131,810.00 with the 2025 tax levy of $338,928.00, seconded by Schumer and carried aye-3.
