CITY OF DARLINGTON COUNCIL PROCEEDINGS SEPTEMBER 1, 2026 The meeting was called to order by Mayor Roelli at 7:06 PM. Present at roll call were: John Sonsalla, Kevin Andrews, Joe Boll, Kerry Black, Cindy Corley, and Steve Pickett . Absent: None. Also present were: Jordan Fure with Delta 3 Engineering, Inc., Attorney Jacob Gardner, and Amy Johnson. Motion by Pickett, seconded by Corley, the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett, seconded by Sonsalla, to approve the minutes of previous meetings. Motion carried. Under new business, discussion was held concerning the following recommendations from the Policies, Procedures, and Ordinance Committee: • Approve the updated Employee Handbook and Personnel Policy. After discussion and consideration, motion by Boll, seconded by Black, to approve the recommendation as presented. Motion carried Discussion was then held concerning the WWTF Facility Plan. Jordan Fure with Delta 3 Engineering attended the meeting to present information and answer any questions; he handed out copies of the Facility Plan for review at the meeting. A Public Hearing will be held on October 6, 2026, at 6:30 pm regarding the Facility Plan. Discussion was held concerning the engineering services contract with Delta 3 Engineering, Inc. for the Wastewater Treatment Facility Upgrade – Facility Plan. Delta 3 Engineering will provide the services necessary for the completion of the Wastewater Treatment Facility Upgrade for the facility. The fee for these services to be provided by Delta 3 Engineering, Inc. is $1 6,500.00. After consideration, motion by Boll, seconded by Pickett , to approve the contract with Delta 3 Engineering, Inc. for the Wastewater Treatment Facility Upgrade – Facility Plan. in the amount of $16,500.00. Motion carried. Alderperson Corley reported on the Library Board Meeting held on August 31, 2026.
