Town of Stockton Board Meeting
Monday, May 11th, 2026 @ 6:30 PM
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to Order by Chairman, Mike Bronk, at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge,
Supervisor Terry Johnson, Treasurer Maria Davis, and Clerk Jennifer Zurawski were present. Fire Chief, Jeremy Spencer, and
Assistant Chief of EMS Carson Kaminski were also present. No members of the public were present.
2. Certify compliance with Open Meeting Law – Clerk, Jennifer Zurawski, verified proper notification was given at three
physical sites, on our town website, and in the paper for this meeting.
3. Motion (Johnson/Dodge) to approve Agenda for Monday, May 11th, 2026. Motion carried 3-0.
4. Motion (Johnson/Dodge) to approve Minutes for the Town Board Meeting on Monday, April 13th, 2026. Motion carried 3-0.
5. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting Special Session of May 9th, 2026. Motion carried
3-0.
6. Anyone wishing to Address the Board – Let the record show there was none.
7. Emergency Services Report including Fire Chief General Report & EMS Report –
Assistant Chief of EMS, Carson Kaminski, gave the EMS report stating that they had 2 calls since the last report and both calls
were medical. Assistant Chief Kaminski stated that Allison Cobian is no longer an active member as she is moving to MN
with her fiancé. Kaminski stated she will be greatly missed as she was a very active member on their roster, but he is happy
for her next chapter. Kaminski also reported that Car 2 is back and Thin Line Outfitters did a wonderful job and came in
under budget. Kaminski also stated that Aspirin and Oral Glucose was added to the frontline med bags. Events coming up
include the Half Marathon on 5/31/26, and department physicals on 6/3/26. Kaminski asked the board if it would be ok to
honor Former Assistant Chief of EMS, Dennis Lepak as the 2025 First Responder of the Year at our next Town board meeting
on June 8
th, 2026. The Town board happily agreed to this request.
Fire Chief, Jeremy Spencer, reported 4 calls since last meeting to include possible structure fires and mutual aid call to P lover.
Spencer reminded everyone that the Swearing in Ceremony is June 10th and Open House is September 9th. Spencer stated
he added two new members on May 1st, 2026 and has one more application. Chief Spencer reported that Engine 1 has
resolved emissions issues and is looking to secure donations for an enclosed trailer. Chief Spencer gave an internet update
that all equipment is here. They ran new wiring for the entire fire dept and garage yesterday. They still need to pull wires
from the town hall to the garage and install Wi-Fi nodes and then the equipment itself can be installed and programmed.
This project will be completed by the end of June.
8. Stockton Holding Tank Recommendation to Portage County – Motion (Bronk/Dodge) to recommend that Portage County
planning and zoning does all the holding tank requests for residents in the Town of Stockton. Motion carried 3-0.
9. Reappointment of Jim Zach to Portage County Solid Waste Board – Motion (Dodge/Johnson) to reappoint Jim Zach to the
Portage County Solid Waste Board. Motion carried 3-0.
10. Appointment to Stockton Plan Commission – Chairman Bronk stated that the plan commission vacancy only had one
applicant of interest. Motion (Bronk/Johnson) to appoint resident Aaron Zurawski to the Plan Commission board to fill Jim
Hopp’s vacancy. Aaron Zurawski will serve a 3-year term starting today, May 11th, 2026.
11. Resolution to Protect Local Roads – Motion (Dodge/Johnson) to approve Resolution R-26-01 to support sustainable
transportation funding. Motion carried 3-0.
12. Standing Rocks Project Update – Clerk Zurawski stated that she has been in communication with Paul Schneider regarding
the best way to communicate the updates to the residents that live on Standing Rocks Rd. Zurawski suggested posting it on
the News & Notices on our website and was asking the board for their approval of this before posting. The Board agreed
this might be the best way to avoid multiple calls and keep everyone updated.
13. Discussion on Jo Pine Cul De Sac & Glacier Ridge Road Cul De Sac Quotes – No action was taken.
14. Operator’s License/Retailer’s License - Motion (Dodge/Johnson) to approve a Temporary Class “B” Retailer License renewal
to Midwest Renewable Energy Association (MREA) for an event on 6/13/26 and approve renewal operator licenses for
Zachary Sweet. Motion carried 3-0.
15. April Treasurer’s Report – Treasurer, Maria Davis, gave the April 2026 Treasurer’s Report. Motion (Johnson/Dodge) to
approve the April Treasurer’s Report as submitted. Motion carried 3-0.
16. Public Works Update – Chairman Bronk stated that the road crew is still trying to get the right of way cleaned up from the
last storm on all roads. Chairman Bronk also announced they hired Michael Wied as the new full-time road crew member.
He plans to start June 1st, 2026.
17. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 45294 – 45386 and ACH transfers
201369 – 201381 with no voids. Motion carried 3-0.
18. Clerk’s Report – Clerk Zurawski stated she has been busy with payroll runs as you can see from the checks that were just
approved. Clerk Zurawski stated there is mail delays as she never received the Nicolet Bank loan statement and needed to
call to get the numbers to process the check that was due on May 1st. She also has received calls from Rural Mutual and
Unifirst that they never received the checks mailed in April. To remedy these mail issues, Clerk Zurawski and Treasurer Davis
will be working together to set up the ACH accounts to avoid these issues, late fees when checks are not received or stop
check fees. Clerk Zurawski stated she will be starting Alcohol Licenses renewals for all the businesses in the area. Clerk
Zurawski stated that the election reporting is complete, absentee letters were sent, movers’ letters were sent two weeks ago
and EDR’s were filed. She also reported completing the election survey for supplies to our next election coming up in
August. Clerk Zurawski thanked Fire Chief Jeremy Spencer for spending time on her computer as they are upgrading the
speed. It worked very fast today and she was very thankful. Clerk Zurawski stated that the next WTA meeting is May 18
th at
the Town of Hull.

20. Items for Future meetings - Clerk Zurawski stated that these are the upcoming meeting. Please mark your calendars as a
