Town of Stockton Board Meeting
Monday, April 13th, 2026 @ 6:30 PM
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to Order by Chairman, Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne
Dodge, Supervisor Terry Johnson, Treasurer Maria Davis and Clerk Jennifer Zurawski were present. Fire Chief,
Jeremy Spencer, Deputy Fire Chief, Brian Higgins, and Assistant Chief of EMS, Carson Kaminski were also present.
Five members of the public were present.
2. Certify compliance with Open Meeting Law – Clerk, Jennifer Zurawski, verified proper notification was given at
three physical sits, on our town website and in the paper for this meeting.
3. Motion (Johnson/Dodge) to approve Agenda for Monday, April 13th, 2026. Motion carried 3-0.
4. Motion (Dodge/Johnson) to approve Minutes for the Town Board Meeting on Monday, March 23rd, 2026.
Motion carried 3-0.
5. Anyone wishing to Address the Board – A town resident, Lacy Skrzeczkoski, is a accessibility specialist and noticed
our website is not compliant with the new DOJ Final Rule under Title II of the ADA that was past on April 24,
2024. The compliance deadline is April 26, 2027, so we have some time to meet the requirements, but she was
offering to help with some things she saw on our current website. Chairman Bronk suggested she reach out to
WTA or Town Web as many municipalities use their service to keep a standard website design in Portage County.
6. Emergency Services Report including Fire Chief General Report & EMS Report –
Assistant Chief of EMS, Carson Kaminski, gave the EMS report stating they had 6 calls since the last meeting (1
Trauma, 5 Medical). Assistant Chief Kaminski stated they have 12 active members and they have 3 new bags
outfitted and in service. Kaminski stated they did basic AED/CPR training for the poll workers on 3/25/26.
Fire Chief, Jeremy Spencer, reported 14 calls since last meeting to include lift assists, fire alarm, mutual aid calls,
power lines down, structure fire and CO. Chief Spencer stated that the swearing in ceremony will be on June
10th, 2026, and the open house is scheduled for September 9th. Chief Spencer reported Erik Peterson resigned as
Lieutenant and Nick Pliska has been promoted to Lieutenant. Spencer stated they have two new applicants for
the department. Chief Spencer stated that hydrotesting and flow testing have been completed. Spencer also
stated they are having a lot of internet issues and after looking into it, we are paying for very slow internet
service as a township he is suggesting the complex should upgrade their service. Motion (Dodge/Johnson) to
purchase the equipment needed to increase internet speed in both the Town Hall & Garage. Motion carried 3-0.
7. Discussion of Profit and Loss Summary for 1st Quarter – Clerk Zurawski stated overall all departments are in line
with what was projected for first quarter. Clerk Zurawski stated that Public Works is over 100% because we didn’t
budget for the garage door repair when preparing the budget.
8. Recycling Ordinance Resolution – Clerk Zurawski stated the board needed to update our recycling ordinance to
be compliant with the new requirements for the Annual RU Report that is due on April 30th. Motion
(Dodge/Johnson) to adopt the 0 - 26 - 01 Recycling Ordinance which amends the 0-02-07 Recycling Ordinance
already in place. Motion carried 3-0.
9. Discussion of Chip Sealing Bids – James Zdroik from Fahrner reported that he reached out to New Hope to see if
they would split the cost for the Five Corner Rd. Chip sealing project, since it is both townships that own that
road. He stated the new cost would be $47,171.00 for all the projects listed on the contract. If New Hope does
not agree to split the cost for Five Corner Rd., he would subtract $8,747.00 from this contract. Motion
(Johnson/Dodge) to accept the chip sealing contract as written except for Five Corner Rd until we know if Town
of New Hope wants to split the cost. Motion carried 3-0.
10. March Treasurer’s Report – Treasurer, Maria Davis, gave the March 2026 Treasurer’s Report. Motion
(Johnson/Dodge) to approve the March Treasurer’s report as submitted. Motion carried 3-0.
11. Public Works Update – Chairman Bronk stated the ice storm created a lot of damage and down trees. He stated
our road crew has been very busy and doing their best to get the right way cleared before they start brush
mowing. We had one applicant apply for the full-time road crew job. Supervisor Terry Johnson offered to call
him and get a little more information.
12. Discussion of Employee Handbook/Approve Updates/Corrections from last discussion – Chairman Bronk stated
this would be postponed until a future meeting.
13. Bills/Checks/Void Checks to Approve – Motion (Dodge/Johnson) to approve checks 45259 – 45293 and ACH
transfers 201367 – 201368 with no voids. Motion carried 3-0.
14. 2025 Budget/CT Form Report (2025 Financial Closeout) – Clerk Zurawski stated that the CT form was complete
and submitted. Motion (Dodge/Johnson) to close out 2025 Financials and accept the Form CT prepared by CPA
Jeff Kropp. Motion carried 3-0.
15. Clerk’s Report – Clerk Zurawski stated that Road Limits were lifted today at 7am in Town of Stockton. Clerk
Zurawski stated the election ran very well. Clerk Zurawski is thankful for our poll workers. They are all helpful
and wonderful to work with. We have had a lot of calls about tree branches in the road and yards. Will finish the
RU Annual Recycling report now that we passed the amendment to the recycling ordinance tonight. Clerk
Zurawski stated she attended a webinar training on the annual meeting last week.
16. Correspondence - Let the record show there was none.
17. Items for Future meetings – Clerk Zurawski stated our Next meeting is our Annual Meeting of Electors on
Tuesday, April 21st, 2026 at 6:30pm and our next town board meeting is scheduled for Monday, May 11th, 2026.
18. Motion (Johnson/Dodge) to adjourn the Town Board meeting at 7:55pm. Motion carried 3-0.
