Town of Stockton Board Meeting
Monday, March 23rd, 2026 @ 6:30 PM
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to Order by Chairman, Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne
Dodge, Supervisor Terry Johnson, Treasurer Maria Davis and Clerk Jennifer Zurawski were present. Fire Chief,
Jeremy Spencer, Deputy Fire Chief, Brian Higgins, and Assistant Chief of EMS, Carson Kaminski were also present.
Four members of the public were present.
2. Certify compliance with Open Meeting Law – Clerk, Jennifer Zurawski, verified proper notification was given at
three physical sites, on our town website, and in the paper regarding this meeting.
3. Motion (Johnson/Dodge) to approve Agenda for Monday, March 23rd, 2026. Motion carried 3-0.
4. Motion (Dodge/Johnson) to approve Minutes for the Town Board Meeting on Monday, March 9th, 2026. Motion
carried 3-0.
5. Anyone wishing to Address the Board – Supervisor Jeanne Dodge stated that Portage County Board did not
approve the Wellhead Protection ordinance. It was a 13-12 vote not to approve. Chairman Mike Bronk thanked
Supervisor Jeanne Dodge for that update.
6. Emergency Services Report including Fire Chief General Report & EMS Report
Assistant Chief of EMS, Carson Kaminski, gave the EMS report stating they had 7 calls since last meeting, 2
Trauma, 5 medical, and 2 of these 7 were ambulance cancels. Assistant Chief Kaminski stated that this totals 26
calls to date. Kaminski stated he currently has 12 active members. Kaminski reported that Car 2 is getting
dropped off Wednesday to get the lights installed. Kaminski stated there will be rules and expectations at the
next meeting for the use of lights and sirens in response to emergency calls. Kaminski reported he will be doing a
AED/Basic CPR and Narcan demos for poll workers on Wednesday, March 26th. They also have a Department
Emergency vehicle driving class training on Saturday March 28th.
Fire Chief, Jeremy Spencer, reported 2 calls, that included a vehicle accident and CO alarm. Chief Spencer stated
that they have a cub scout troop onsite tonight doing a tour of the fire station. Chief Spencer stated he applied
for the NVFC drinking water grant. Chief Spencer reported that Engine 1 is out of service as the check engine
light is on. Spencer also reported that they have air pack flow testing tomorrow and hydrotesting on April 2nd,
department physical June 3rd and ladder testing on June 9th. Spencer also stated they have Trailer tow class on
April 18th here.
7. Opening & Discussion of Chip Sealing Bids - The Board opened and discussed the two sealed bids they received
from Fahrners & American Asphalt of WI. Motion (Bronk/Johnson) to postpone a decision until the next meeting
to allow the board time to review the bids received. Motion carried 3-0.
8. Appointment of Plan Commission Board Members – Chairman Bronk nominated current Plan Commission
Members Ron Wierzba, Cindy Davis, Kenny Rozek, and Stacey Sankey to another 3-year term commencing upon
the expiration date of their current term. Chairman Bronk stated that Jim Hopp’s term is up on 3/14/26 and he is
electing to retire from the Plan Commission. Chairman Bronk shared his appreciation for the many years Jim
served on the board and for the Town of Stockton. Chairman Bronk stated we will post the open seat on the
website to see if anyone is interested in serving on the board in his place. Motion (Bronk/Dodge) to reappoint
members listed. Motion carried 3-0
9. Discussion/Approval of the DOT Salt Contract for 2026/2027 – Motion (Dodge/Johnson) to approve the
Municipal Agreement to purchase Salt from WiDot with the same amounts as past years. Motion carried 3-0.
10. Implements of Husbandry – Board Direction for Administration of Option F - Motion (Dodge/Johnson) to leave
the implement of Husbandry Option F in place, therefore there are no changes for 2026 Calendar year. Motion
carried 3-0.
11. January Treasurer’s Report – Treasurer Maria Davis gave the January 2026 Treasurer’s Report. Motion
(Johnson/Dodge) to approve the January Treasurer’s report as submitted. Motion carried 3-0.
12. February Treasurer’s Report – Treasurer Maria Davis gave the February 2026 Treasurer’s Report. Motion
(Johnson/Dodge) to approve the February Treasurer’s report as submitted. Motion carried 3-0.
13. Operator’s License/Retailer’s License – Motion (Bronk/Johnson) to approve Rene Peters operator license. Motion
carried 2-1.
14. Public Works Update – Chairman Bronk state that roadcrew did a great job with that last storm. He thanked
everyone that stepped up to help as we had a lot of part-time helpers to cover the town’s needs. Chairman Bronk
also reported that the McCormick Tractor is getting some work done in the shop.
15. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 45245 – 45258 and ACH
transfers 201364 – 201366 with no voids. Motion carried 3-0.
16. Clerk’s Report – Clerk Zurawski stated that EOJohnson was called to do maintenance on our printer and they
checked the other check printer too while they were here. Everything was fixed within an hour after I called
them. They had excellent customer service. Clerk Zurawski encouraged the board to look at the website as she
posted everything the board asked for and updated the calendar for the next two months. Clerk Zurawski stated
she was busy getting absentee ballots printed and mailed out before the deadline. She stated that the first
election training was cancelled from the snowstorm and now all election workers will meet on Wednesday March
25
th for training. She reported that in-person voting starts tomorrow at 9am. Clerk Zurawski stated she was
taking the Recycling Webinar tomorrow to complete that report online. Clerk Zurawski also received an update
from Harter’s that all replacement carts will now be $125.00 each going forward.
17. Correspondence – Let the record show there is none.
18. Items for Future meetings – Clerk Zurawski stated the Standing Rocks Construction Meeting is taking place on
Thursday, March 26th at 4-6pm here at the Town Hall. Clerk Zurawski stated that the next board meeting will be
Monday, April 13th, 2026, at 6:30pm and the Annual Elector meeting will be on Tuesday, April 21st, 2026 at
6:30pm.
19. Motion (Johnson/Dodge) to adjourn the town board meeting at 7:16 pm. Motion carried 3-0.
