Minutes: Town of Stockton Board Meeting Monday, February 23rd, 2026 @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to Order by Chairman, Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, Treasurer Sandy Walters and Clerk Zurawski were present. Fire Chief, Jeremy Spencer, Deputy Fire Chief, Brian Higgins, and Assistant Chief of EMS, Carson Kaminski were also present. 1 member of the public was present. 2. Certify compliance with Open Meeting Law – Clerk, Jennifer Zurawski, verified proper notification was given at three physical sites, on our town website, and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve Agenda for Monday, February 23rd, 2026. Motion carried 3-0. 4. Motion (Dodge/Johnson) to approve Minutes for the Town Board Meeting on Monday, February 9th, 2026. Motion carried 3-0. 5. Motion (Johnson/Dodge) to approve Minutes for the Special Town Board Meeting on Friday, February 20th, 2026. Motion carried 3-0. 6. Anyone wishing to Address the Board – Let the record show there is none. 7. Discussion & Approval of MABAS Fire Agreement – Fire Chief, Jeremy Spencer, explained that they run a mutual aid box system and why this Portage County agreement is necessary so that when they request help and receive help, liability is covered. Motion (Johnson/Dodge) to approve the agreement of inclusion with Portage County Mutual Aid. Motion carried 3-0. 8. Emergency Services Report including Fire Chief General Report & EMS Report – Assistant Chief of EMS, Carson Kaminski, stated they have had 16 calls since the last meeting, 13 medical, 3 traumas for a total of 19 calls for the year. Kaminski stated we currently have 12 active members with 2 new EMS Lieutenants. Kaminski stated his gratitude and appreciation for an anonymous donation to order the LUCAS II Device for Car 2. He also stated that the new suction device (S-SCORT III) was installed in Car 2. Fire Chief Jeremy Spencer reported 8 calls since last report, to include two false fire alarms, three Carbon Monoxide alarms, lift assist, and a motor vehicle accident. There will be no Easter Egg hunt this year. Fire Chief Spencer reported they have revamped the organization chart to have a 5 week duty rotation to allow time off from being on call all the time. This new organization will be as follows: (1) Chief, (1) Deputy Chief, (3) Assistant Chiefs (training, operations, EMS), (3) Lieutenants fire/inspections and (2) EMS Lieutenants. Fire Chief Spencer stated they have their EMS/Fire Awards Banquet this Saturday, February 28 th. 9. Discussion & Approval of Road Crew Job Posting – Clerk Zurawski stated she typed up a job description for a full- time road crew employee requiring a CDL. Motion (Dodge/Johnson) to accept this description as presented with a minor change to read WI State Retirement Plan in the benefit section. Motion carried 3-0. 10. January Treasurer’s Report – current financials and report on last month’s financial activity. Chairman Bronk stated this line item will be postponed until a future meeting. 11. Discussion & Approval of R-26-01 Resolution Defining the Duties & Responsibilities of the Town Clerk – Chairman Bronk stated that the clerk reached out to WTA (Wisconsin’s Town Association) to get clear guidelines as to the duties of the town clerk. Some changes were made in the form of a resolution to help make operations run more smoothly and efficiently in the office. Motion (Johnson/Dodge) to approve the R-26-01 Resolution Defining the Duties & Responsibilities of the Town Clerk to be effective immediately. Motion carried 3-0. 12. Discussion & Approval of R-26-02 Resolution Defining the Duties & Responsibilities of the Town Treasurer – Chairman Bronk stated the clerk reached out to WTA (Wisconsin’s Town Association) to get clear guidelines as to the duties of the town treasurer. Some changes were made in the form of a resolution to help make financial operations run more efficiently in the office. Motion (Dodge/Johnson) to approve the R-26-02 Resolution Defining the Duties & Responsibilities of the Town Treasurer effective immediately. Motion carried 3-0. 13. Public Works Update – Chairman Bronk stated the roadcrew was working overtime all weekend with this recent snowstorm and stated appreciation for Ben Kizewski helped with plowing on a part -time bases when needed. 14. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 45190 – 45217 and ACH transfers 201359 and 201360 with no voids. Motion carried 3-0. 15. Clerk’s Report - Clerk Zurawski stated the February Tax Settlements came in from the county. The clerk stated she hand delivered the checks to make there were they were on time to meet the deadline of February 20th. Clerk Zurawski stated she enrolled in the Employee handbook training offered by attorney Von Briesen to get some information as we are updating our employee handbook. Supervisor, Jeanne Dodge, will be attending the BOR training on Friday, February 27th to meet the requirements of having a board member attend for 2026. Clerk Zurawski stated she is working with Carson, to set up an AED training to be included in the Poll Worker training coming up in March. Clerk Zurawski asked Treasurer Walters for clarification on the adjustments made to the incorrect monthly payments to the Stevens Point School Tax amounts and how to proceed with payments in the future. Treasurer Walters stated I can do what I want going forward. Clerk Zurawski reported the Chip sealing road bids were posted. Clerk Zurawski shared with the board two emails she received praising our road crew for a job well done when plowing, how fast they react to calls or concerns, and helping someone in need while they were on the road plowing. 16. Correspondence - Let the record Show there are none. 17. Items for Future meetings – Clerk Zurawski stated that the next town board meeting will be on Monday, March 9th, 2026, at 6:30pm. 18. Motion (Johnson/Dodge) to adjourn the town board meeting at 7:21pm. Motion carried 3-0.
