Minutes: Town of Stockton Board Meeting Monday, February 9th, 2026 @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to Order by Chairman, Mike Bronk at 6:30pm. Supervisor Jeanne Dodge, Supervisor Terry Johnson, and Clerk Zurawski were present. Treasurer Sandy Walters had an excused absence. 3 Member of the public were present. 2. Certify compliance with Open Meeting Law - Clerk, Jennifer Zurawski, verified proper notification was given at three physical sites, on our town website, and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve Agenda for Monday, February 9th, 2026. Motion carried 3-0. 4. Motion (Dodge/Johnson) to approve Minutes for the Town Board Meeting on Monday, January 12th, 2026. Motion carried 3-0. 5. Anyone wishing to Address the Board – Let the record show there was none. 6. Discussion about Portage County Wellhead Protection Ordinance – Supervisor Jeanne Dodge gave an update of what the Wellhead Protection Ordinance is and stated that we have until February 24th, to provide the county with our recommendations. Supervisor Dodge stated they are giving the townships the opportunity to voice their opinions and concerns about this ordinance as each township will be affected differently. Chairman Bronk stated that we reviewed the ordinance language, and we feel it is unfair to town on fringe of Zone C because of the 75–100-year travel time for contaminates. Motion (Bronk/Johnson) is that it doesn’t have merit for the Town of Stockton and its taxpayers. We would encourage the Portage County board and Portage County Planning and Zoning to postpone any decisions on the amendments to the Wellhead Protection Ordinance until the Town of Stockton can address further concerns. Motion carried 3-0. 7. Discussion of Employee Handbook – Clerk Zurawski handed out a copy of the handbook to bring back each meeting as we won’t be printing this handbook each month. Chairman Bronk suggested we number the pages in the next handbook. Clerk Zurawski suggested that we work on the details of all items up until VI. REIMBURSEMENT FOR TRAVEL AND OTHER JOB-RELATED EXPENSES. 8. Discussion of Roadcrew Job Posting – Chairman Bronk would like to keep an open mind while looking for employees to help the road crew. If we are unable to find a qualified full-time employee (CDL Encouraged) maybe we could hire a few part-time employees to help. Chairman Bronk asked Clerk Zurawski to type up a job description to be approved at the next town board meeting. 9. Operator’s License/Retailer’s License – Motion (Dodge/Johnson) to deny Rene Peters for a newly requested operator license in the Town of Stockton. Motion carried 3-0. Clerk Zurawski reported that the $30 application fee will be returned to Hometown Bar owner, Mary Tepp. 10. Public Works Update - Road Foreman, Chris Kizewski, reported that the plow truck repairs were completed. Spare truck went in for a new radiator and Chris requested a pressure test be done which also helped avoid further problems down the road. Chris reported they are clearing trees by Burbank Cemetery and hope to clear some more trees on other town roads, such as Oak and 2nd Street. Clerk Zurawski asked the board to approve the Chip sealing projects going out for bid. New dates for public notice will be adjusted but the board agreed with Chris’s recommendations. Motion (Dodge/Johnson) to approve the Notice of Bids for the chip sealing projects based on Chris’s recommendations. Motion carried 3-0. 11. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 45116-45189 and ACH transfers 201350-201358 with no voids. Motion carried 3-0. 12. Clerk’s Report – Clerk Zurawski stated that she is waiting for the distribution of the February settlements that will be due on February 20th. The clerk is expecting those documents tomorrow so as soon as she receives them, she will cut the checks and get those mailed as well as hand delivered to the County. Clerk Zurawski has been working with Jeff Kropp on the new overtime rule that was passed to make sure correct documentation is being recorded. Currently, we only have 2 employees that are required to do this. Per Jeff Kropp’s recommendation, he suggested that we keep a separate record and document this on Box 14 for federal deduction on next year’s W-2s. Poster compliance was ordered to be posted in the Town Hall, which is a requirement by the state. All election training is up to date. I found out we do need to hook up all the printers to our Badger book servers, and each voter will receive a voter number printed for them when they come in to vote this year. I will be working on getting those machines up and running to make sure I know how to do that before our election training with our poll workers. Supervisor Jeanne Dodge asked why the Treasurer’s report was not on this agenda as Treasurer Sandy Walters requested that it be on the first meeting of every month. Clerk Zurawski stated that paperwork was not turned in to her to complete for this first meeting. 13. Correspondence – Let the record show there were none. 14. Items for Future meetings – Clerk Zurawski stated that the next town board meeting will be on Monday, February 23 rd, 2026, at 6:30pm. 15. Motion (Johnson/Dodge) to adjourn the meeting at 7:27pm.
