Town of Stockton Board Meeting
Monday, December 22nd, 2025 @ Immediately following the Public Hearing
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to Order by Chairman, Mike Bronk at 6:44pm. Supervisor Jeanne Dodge and Clerk Zurawski were present.
Supervisor Terry Johnson and Treasurer Sandy Walters had excused absences. Fire Chief, Jeremy Spencer, Deputy
Fire Chief, Brian Higgins, and Assistant Chief of EMS, Dennis Lepak were also present. 9 Members of the public
were present.
2. Certify compliance with Open Meeting Law – Clerk, Jennifer Zurawski, verified proper notification was given at
three physical sites, on our town website, and in the paper regarding this meeting.
3. Motion (Dodge/ Bronk) to approve Agenda for Monday, December 22nd, 2025. Motion carried 2-0.
4. Motion (Dodge/Bronk) to approve Minutes for the Public Hearing of Wednesday, November 19th, 2025. Motion
carried 2-0.
5. Motion (Dodge/Bronk) to approve Minutes for the Special Town Board Meeting of the Stockton Electors on
Wednesday, November 19th, 2025. Motion carried 2-0.
6. Motion (Dodge/Bronk) to approve Minutes for the Town Board Meeting of Wednesday, November 19th, 2025.
Motion carried 2-0.
7. Anyone wishing to Address the Board – Let the record show there was none.
8. Emergency Services Report including Fire Chief General Report & EMS Report –
Fire Chief Spencer reported 10 calls since last report, which included many mutual aid calls, power pole on fire,
vehicle accidents and a false fire alarm. Fire Chief Spencer reported applying for several grants to include Alliant
Energy grant, DNR FFP Grant and Canadian National. Fire Chief Spencer noted that they have one more fire
inspection to complete in December and one to reinspect. Fire Chief Spencer announced the Easter Egg Hunt
will be on Saturday April 4th. Fire Chief Spencer reported replacing tires on Tender 2 and they are looking to
replace tires on Tender 1 next year. Fire Chief Spencer explained they implemented a new take home policy for
the EMS vehicle that was just purchased. Fire Chief Spencer did a final send off to Dennis who is retiring on
December 31st and welcomed the New Assistant Chief of EMS as Carson Kaminski. He also noticed that we have
two new fire members, Owen and Zander, who just joined.
Assistant Chief Dennis Lepak reported 7 calls since last report (4 trauma and 3 medical). This gives us a total of
111 calls to date. They currently have 13 active members. Assistant Chief Lepak thanked the board for their
support and the opportunity to serve the Town of Stockton. He stated he is looking forward to retirement, and
his last day will be December 31st. Assistant Chief Lepak announced the New Assistant Chief will be Carson
Kaminski and is confident Carson will do great things as he transitions into this new role. Assistant Chief Lepak
stated the Portage County EMS grant has been filed for 2026 and that the snowmobile races will start 1/3/26.
9. Discussion/Possible Action on Ordinance for the Amendments of the 2016 Comprehensive Plan - Chairman Bronk
stated that we have gone through the history of why we have a Plan Commission Committee and why we are
amending the 2016 plan. Chairman Bronk asked if there are any questions from the public. Let the record show
there was none.
Motion (Dodge/Bronk) to approve the adoption of the amendments to the Town of Stockton 2016
Comprehensive Plan by ordinance which includes approval of the Trzebiatowski and Molle parcels. Motion
carried 2-0.
10. Discussion/Possible Action on Town of Stockton Zoning Map Amendments presented of the 2016 Comprehensive
Plan – Motion (Dodge/Bronk) to approve the changes made by the Plan Commission & Portage County to the
zoning maps which include R3 for the Trzebiatowski parcel & Rural Limited for the Molle parcel. Motion carried
2-0.
11. Appointment of Poll Workers for 2024-2025 Election Cycle – Motion (Dodge/Bronk) to approve the names of all
those on the Democratic party and Republican party lists for the upcoming 2-year election cycle as submitted to
the board. Motion carried 2-0.
12. Operator’s License/Retailer’s License – Motion (Dodge/Bronk) to approve Noah Johnson for an operator’s license
in the Town. Motion carried 2-0.
13. November Treasurer’s Report – Chairman Bronk gave the November Treasurer’s report in Sandy’s absence to
include the current financials and report on last month’s financial activity. Motion (Dodge/Bronk) to approve the
report as submitted. Motion carried 2-0.
14. Discussion of Profit and Loss Summary for 4th Quarter – Clerk Zurawski reported that she cut the last payroll
checks today for 2025 and the only check still needing to be cut is to the Stevens Point Mobile Home School Tax
check. Once I receive that amount from the Treasurer, I will cut that last check for the year 2025.
Just to review we did receive more money this year in our income lines than our prepared budget predictions
because of the increase in interest earned, increased fire donations, and increased grants that were received
from the state. With that overall income increase our expenses were only about $44,000 over but it should be
noted that we purchased 2 newer plow trucks and an EMS Rescue Vehicle. In the clerk’s opinion overall, she
feels we did pretty good with sticking to our budget we set at the beginning of the year.
15. 2025 Budget Amendments – Clerk Zurawski, spoke to Fire Chief Spencer and he has asked that we move the Fire
Capital Outlay money ($8,317.50) out of line item #57220 and transfer that money to line item #52214 purchase
of equipment to cover the cost of the EMS vehicle that was most recently purchased. Clerk Zurawski suggested
we make this change to the budget requested by Fire Chief Spencer.
Motion (Dodge/Bronk) to approve this recommendation of moving $8,317.50 out of Fire Capital outlay line item
#57220 and transfer that money into line item #52214 purchase of equipment as stated in Resolution R-25-06.
Motion carried 2-0.
16. Public Works Update – Road foreman, Chris Kizewski, stated the road crew has been out plowing snow and
salting when icy. Road Foreman Kizewski stated they had a few trees down after the ice storm and they have
been mixing sand with the new delivery of salt that came in.
17. Bills/Checks/Void Checks to Approve – Motion (Dodge/Bronk) to approve checks 45018 – 45074 and ACH
transfers 201336 – 201344 with no voids. Motion carried 2-0.
18. Clerk’s Report – Clerk, Jennifer Zurawski, stated she has completed the WISLR report with the updates from the
Chairman and Road Crew. It was submitted to the state and our WISLR Road ratings are complete. Clerk Zurawski
placed the 2nd order of salt on December 2nd, and it was delivered the next day. They were very efficient! Clerk
Zurawski reported that we received a refund from Rural Mutual in the amount of $1870.00 because the WI Work
Comp changed the payroll code which decreased our premium during the audit for 2025. Clerk Zurawski
completed a mandatory Badger Book training and updated all the Badger books, so they are ready to go in 2026.
Clerk Zurawski reported she completed the Statement of Taxes, WRS annual reconciliation, and DNR Tax
Document that was due on December 15th. The Wisconsin BOR is coming up on Friday, Feb. 27th in Stevens Point,
the clerk asked what board member would like to attend as it is mandatory for the township to be present.
19. Correspondence – Let the record show there was none.
20. Items for future meetings: Clerk Zurawski stated the next Town Board meeting will be on Monday, January 12th,
2026. Fire Chief Spencer asked if we have an oath ready to swear in the new Assistant Chief of EMS, Carson
Kaminski at our next Town Board meeting.
21. Motion (Dodge/Bronk) to adjourn the meeting at 7:25pm. Motion carried 2-0.
