Town Hall, 7252 6th Street, Custer, WI 54423
1. Call to Order by Chairman Mike Bronk at 6:00pm. The Pledge of Allegiance was recited. In attendance:
List of attendees attached with four electors present.
2. Distribute proposed 2026 Town of Stockton budget and hear public commentary – No Comment
3. Motion (Jim Dodge/Jeanne Dodge) to adjourn at 6:03pm. Motion carried 4-0.

Special Town Meeting of the Stockton Electors
Wednesday, November 19th, 2025 @ Immediately following Public Hearing
Town Hall, 7252 6th Street, Custer, WI 54423
1. Call to Order by Chairman Mike Bronk at 6:03pm. List of attendees attached with four electors
present.
a. Motion (Jennifer Zurawski/ Jeanne Dodge) to elect Chairman Mike Bronk to conduct the
meeting. Motion carried 4-0.
2. Report on the actual 2025 expenditure and proposed 2026 budget figures – Chairman Bronk reported
on the 2025 expenditures and the proposed 2026 Budget figures. No comment on expenditure or
budget.
Supervisor Terry Johnson arrived at 6:08pm, which brings our elector count to 5.
3. Adoption of the 2025 allowable Tax Levy payable in 2026 – Motion (Jim Dodge/Jeanne Dodge) to adopt
the 2025 Municipal Tax Levy at $575,699 to be collected in 2026 from the Town of Stockton Residents.
Motion carried 5-0.
4. Approval by electors of dollar amount used for road maintenance in the Town of Stockton and allow
the Town to exceed the limit for road maintenance as stated in Wis Stats. Section 82.03(2). The total
sum spent under this subsection in any year for construction, maintenance, and repair of highways and
bridges may not exceed the product of $5,000 multiplied by the miles of highway under the jurisdiction
of the town measured by the most recent highway mileage for the town.
Motion (Jeanne Dodge/Terry Johnson) to exceed the limit for road maintenance as stated in Wis. Stats.
Section 82.03 (2). Motion carried 5-0.
5. Public Comment – Let the record show there were no comments.
6. Motion (Jeanne Dodge/Terry Johnson) to adjourn at 6:10pm. Motion carried 5-0.

Town of Stockton Board Meeting
Wednesday, November 19th, 2025 @ Immediately following Special Meeting of the Stockton Electors
Town Hall, 7252 6th Street, Custer, WI 54423
1. Call to Order by Chairman Mike Bronk at 6:10pm. Supervisor Terry Johnson, Supervisor Jeanne Dodge
and Clerk Zurawski were all present. Treasurer Sandra Walters was absent. Fire Chief Jeremy Spencer
was also present. One member of the public was present.
2. Certify compliance with Open Meeting Law – Clerk Zurawski verified proper notification was given at
three physical sites, on our town website and in the paper regarding these meetings.
3. Motion (Johnson/Dodge) to approve the Agenda for Wednesday, November 19
th, 2025. Motion carried
3-0.
4. Motion (Johnson/Dodge) to approve Minutes for the Town Board Public Hearing of Monday,
November 17th, 2025. Motion carried 3-0.
5. Motion (Johnson/Dodge) to approve Minutes for the Town Board Meeting of Monday, November 17th,
2025. Motion carried 3-0.
6. Motion (Johnson/Dodge) to approve Minutes for the Special Town Board Meeting of November 17th,
2025. Motion carried 3-0.
7. Anyone wishing to Address the Board – Resident Jim Dodge just thanked the board for their support in
making the park look a nicer with the plants by the road and the new playground borders. He also
stated that he has finished painting all the signs as they haven’t been done in years. Chairman Bronk,
thanked him for his time and dedication to paint all those signs.
8. Adoption of the 2026 Budget – Motion (Dodge/Johnson) to adopt the 2026 Budget as presented to the
electors but to include the changes from General Government Expenditures from $163,617 to
$173,067 and Public Works Expenditures from $895,032 to $885,582 by showing a total outcome and
expense of $1,375,050. These changes are to accommodate the increase in WTA dues, the town’s
re-evaluation service from Pauls & Associates and the increase in Security Health Plan’s Insurance rates
for the road crew. These increases were presented to the clerk after the budget was posted. Motion
carried 3-0.
9. Accept the 2025 Tax Levy and Mill Rate for taxes payable in 2026 – Motion (Johnson/Dodge) to accept
the 2025 Tax Levy set at $575,699 (to be collected in 2026) and approve the mill rate for taxes as
$1.77669139 of municipal tax per $1,000 of assessed property value. Motion carried 3-0.
10. Items for Future Meetings – Next Meeting will be Monday, December 22
nd, 2025, at 6:30pm. There will
be a public hearing before this Town Board meeting to discuss the Comprehensive Plan updates.
11. Motion (Johnson/Dodge) to adjourn at 6:18pm. Motion carried 3-0.
