Town of Stockton Board Meeting
Monday, November 17th, 2025 @ Immediately following the Public Hearing at 6:30 PM
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to order by Chairman Mike Bronk at 6:32pm. The Pledge of Allegiance was recited. Supervisor
Jeanne Dodge, Supervisor Terry Johnson, Treasurer Sandra Walters, and Clerk Jennifer Zurawski were all
present. Assistant Chief of EMS Dennis Lepak was also present. 6 members of the public were present.
2. Certify compliance with Open Meeting Law – Clerk Jennifer Zurawski verified proper notification was
given at three physical sites, on our town website and in the paper regarding this meeting.
3. Motion (Johnson/Dodge) to approve Agenda for Monday, November 17th, 2025. Motion carried 3-0.
4. Motion (Dodge/Johnson) to approve Minutes for the Town Board Meeting of Monday, October 27th,
2025. Motion carried 3-0.
5. Anyone wishing to Address the Board – No Comment
6. Motion (Dodge/Johnson) to accept the recommendation of the Stockton Plan Commission and approve
agenda item #6 on this agenda. Motion carried 3-0.

8. Emergency Services Report Including Fire Chief General Report & EMS Report –
Assistant Chief of EMS, Dennis Lepak, gave the fire report in place of Fire Chief Jeremy Spencer
absence. There were 4 calls since last report to include a corn stubble fire, dump truck rollover,
possible carbon monoxide alarm and injury at Standing Rocks Park. No updates on the Alliant Energy
Grant that was written for and Radios have been ordered with the DNR FFP Grant. Fire Chief Spencer
plans to complete one more fire inspection in December and has two holiday parades they plan to
attend for public education. We are happy to announce we have a new member, Lakoda Beebout,
joining the department. We are also waiting for a quote to replace tires on one of the water tenders.
Assistant Chief Lepak stated they had 9 calls since last report, 5 trauma and 4 medical calls for a total of
104 calls for the year. We currently have 11 active members and posted the job for Dennis’s
replacement to the department and will open to the public after the November 28th deadline so the
public will have until December 1st to apply. There will be a 3-person panel to interview for the
position, which will include Fire Chief Spencer, and outside Chief and myself, Assistant Chief Lepak.
9. Discuss MREA - owned property at Rolling Hills Road and County Highway QQ – There was discussion
regarded MREA owned property, but no action was taken by the board at this time.
10. Discuss 2026 Revaluation Contract Agreement for Pauls & Associates – Clerk Jennifer Zurawski stated
she received a notice from the state stating we were out of compliance for four consecutive years
which means we need to start the revaluation process in the town. Since our contract with Paul &
Associates overlaps we need to update the contract with the new 2-year contract price for the
revaluation to begin in January of 2026. Motion (Bronk/Johnson) to accept the new 2-year contract
with Paul & Associates at a new price of $2887.50 per month to include the revaluation process in the
Town of Stockton. Motion carried 3-0.
11. October Treasurer’s Report – Treasurer Sandra Walters gave the October 2025 Treasurer’s Report.
Motion (Dodge/Johnson) to approve the October Treasurer’s Report as submitted. Motion carried 3-0.
12. Public Works Update – Chairman Bronk stated that the roadcrew has been busy cutting brushing on 2nd
street and Country Beautiful. Snow is also expected tomorrow so the road crew is ready for that. Road
signs have been ordered for Old Hwy 18 to try and help with speed reduction.
13. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks # 44971 -45017 and
ACH Transfers #201330 – 201335. Motion carried 3-0.
14. Clerk’s Report – Clerk Zurawski stated that after the budget was posted we received the renewal for
Security Health Plan and it was an 28% increase from last year. I spoke with Rhonda our representative
for the Town and she met with the roadcrew members on the plan to discuss some options. Clerk
Zurawski reported working on the plan with Paul & Associates about the reevaluation in our town to
start in Jan. of 2026. Clerk Zurawski stated she has been working with Cindy and Portage County to get
the public hearing posted for the new updates in the comprehensive plan. Clerk Zurawski has also
been working on the garbage refuse charge updates for the tax bills.
15. Correspondence - No Comment
16. Items for future meetings – Clerk Zurawski reminded everyone of the budget meeting on Wednesday,
November 19th at 6pm. Clerk Zurawski suggested our next meeting be on December 22nd, 2025, at
6:30pm as we have a public hearing for the new comprehensive plan on that date as well to meet the
30-day requirement. There will be no meeting on Monday, December 8th. Clerk Zurawski also stated the
office will be closed the week of Monday, December 29th to Friday, January 2nd as she will be out of
town.
17. Adjourn – Motion (Johnson/Dodge) to adjourn the meeting at 7:21pm. Motion carried 3-0.
