Public Comment:
Angela Cummings said that Discover Wisconsin is producing mini clips from around Lincoln County. The Boehm dog
sleds were featured. There is a dog sled race this weekend out at the Sosnovske farm.
Reports from Town Officers:
Reports received regarding slippery roads; weather conditions were making it difficult to keep up with it. The County
Highway Department has grader with carbide teeth and can skim the top surfaces but there is an issue with cost.
Klimek stated that Jason Lemmer, County Highway Commissioner, said that there is the BIL grant application for
roadwork/infrastructure for larger projects over $1,000,000. Heineman Road would be about $2,000,000 to repair.
The Town would be responsible for 20% of the bill. The State would cover 80%. Lemmer would be willing to
assist with the application process. The Town needs to look at the County assisting with funding because of the Landfill,
which is where most of the wear and tear on the Heineman Road comes from.
Klimek stated that there is Local Small Structure Improvement Program (LLSIP) project applications being accepted for
the 2025-2027 State budget. It could potentially assist with the box culvert replacement on Heineman Road.
Applications are due by May 1, 2026. It would be a 90/10 split with the State paying 90% and the Town paying 10%.
Klimek will get more information on this.
Brown provided information on an upcoming meeting with the DNR Wolf Advisory Committee regarding delisting wolfs
due to incidents with harming domestic animals. Laurie Groskopf would be the person to contact if you have any
questions or would like to make a statement. She can be reached at 715-453-0301.
Welker stated that there is a fat tire biking and snowshoe race starting at Prairie Dells Trailhead on 2/21/2026. More
information can be found at ironbull.org.
Leopold motioned to pay bills and transfer $25,250 for general bills and $458,488.65 for County, NTC, and MAP taxes
from the money market; and $150 for town hall rental deposit return from the specials account to the checking account,
2nd by Brown. All ayes. Motion carried.

Discussion on ditch mower options. Klimek presented information on a New Holland option from Swiderski for $11,995
and John Deer model for $17,495. There is a 3-year warranty with both options. Contracting the mowing out would
be $150 per hour and we would be at the mercy of the contractor’s schedule. Decision was made to use the old mower
for 1 more year and have the blades sharpened.
Annual meeting date is April 21 at 6:00 p.m.
Open Book is scheduled for April 29 from noon to 2 p.m. Board of Review is scheduled on May 13 from 6:00 to 8:00 p.m.
There is no February Primary Election. Next election is the Spring Election on April 7.
Planning Commission:
Welker gave an overview on AI and the many uses.
Welker stated that there is a lot of controversary about AI data centers being built in the State. The State has minimal
regulations for the construction of AI data centers. Lincoln County currently does not have any regulations. Welker will
present information on this at the 2/12/2026 County Land Services meeting.
Welker provided broadband updates. County broadband survey results were shared, which included a roundtable
meeting with another scheduled on 2/10/2025. The public and technical schools were present at the meeting.
Important results were internet access and skills needed. Many of the educators stated that the students are really
good with their phones but have difficulty with transitioning to working on laptops and other technology.
Marathon County has submitted a resolution to the WCA to lobby to the State to allow for local control over wind and
solar projects, rather than the State.
Welker stated that Verizon has officially purchased Frontier.
