Town of Stockton Town Board Meeting - Special Session
Monday, October 6, 2025 @ Immediately following the Town of Stockton Board Meeting
Town Hall, 7252 6

1. Call to Order by Town Chairman Mike Bronk at 7:03pm. Supervisor Jeanne Dodge, Supervisor Terry Johnson,
and Clerk Jennifer Zurawski were all present. Treasurer Sandy Walters was not in attendance. 6 members of
the public were present.
2. 2026 Budget Discussion – Clerk Zurawski presented the first draft of the 2026 Budget that will be published
at the annual budget hearing. Clerk Zurawski went through each line item in all categories.
Clerk Zurawski reported that the 2026 Wisconsin Retirement System Contribution is increasing to 7.2% from
6.9% in 2025. She has accounted for this increase in each department. Clerk Zurawski suggested we increase
the election expenses and payroll for next years Election line items because it was set low in 2025 because
we only had 2 elections. In 2026 there are projections for 3 or 4 elections depending on referendums passed.
There was discussion on increasing the Fire Chief Salary as he didn’t take an increase when the department
did last year and he has been a huge asset to our town not only in the EMS/Fire department but helping the
clerk with IT issues that arise as well as helping the garage with multiple tasks. The board is very thankful for
all that he does to help in all departments.
Fire Chief Jeremy Spencer asked the board to consider an increase in line item 52317 to add physicals for all
members in 2026 as a safety measure to ensure all members are in good standing health before taking calls.
Fire Chief Spencer also suggests increasing EMS compensation for shift time coverage by $1600 in line item
52303.
Clerk Zurawski made suggestions in the Public Work department to decrease some line items to cover
increasing costs in health insurance.
3. Motion (Dodge/Johnson) to adjourn the meeting at 8:01pm. Motion carried 3-0.
