Minutes: Town of Stockton Board Meeting Monday, October 6th @ Immediately following the Public Hearing at 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to Order by Chairman Mike Bronk at 6:33pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, and Clerk Jennifer Zurawski were present. Treasurer Sandra Walters was not in attendance. Assistant Chief of EMS Dennis Lepak, and Fire Chief Jeremy Spencer, and Deputy Fire Chief Brian Higgins were also present. Road Foreman Chris Kizewski and Town employee Lorin Chojnacki was present as well. 2 members of the public were present. 2. Certify compliance with Open Meeting Law - Clerk Zurawski verified proper notification was given at three physical sites, on our town website and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve Agenda for Monday, October 6th, 2025. Motion carried 3-0. 4. Motion (Johnson/Dodge) to approve Minutes for the Town Board Meeting of Monday, September 8th, 2025. Motion carried 3-0. 5. Motion (Dodge/Johnson) to approve Minutes for the Special Town Board Meeting of Thursday, October 2nd, 2025. Motion carried 3-0. 6. Anyone wishing to Address the Board – No Comment 7. Motion (Dodge/Johnson) to accept the recommendation of the Stockton Plan Commission and approve agenda item #7 on this agenda. Motion carried 3-0. Motion (Johnson/Dodge) to accept the recommendation of the Stockton Plan Commission and approve agenda item #8 on this agenda. Motion carried 3-0. National Wildlife Federation certification for Stockton Park – Motion (Johnson/Bronk) to approve applying to the National Wildlife Federation for the Town of Stockton Park. Motion included using the park funds to pay for this certification. Motion carried 3-0. 10. Emergency Services Report Including Fire Chief General Report & EMS Report – Assistant Chief Dennis Lepak stated they had 9 calls since last report to include 3 trauma and 6 medical, giving us a total of 95 calls for the year. Lepak stated they have 11 active members. Lepak reported attending the Custer Polish Fest on October 5th and stated it was a great turnout. The EMS department will be busy with cross country meets at Standing Rocks on October 14th and 25th. Assistant Chief Lepak announced his retirement notice effective January 1st, 2026. Fire Chief Spencer reported 4 calls since last meeting to include mutual aid calls, patient lift assist and a structure fire. Grant updates included the DNR FFP Grant was awarded to us in the amount of $8,379.34 and there has been no news on the Alliant Energy grant that they wrote for. Chief Spencer reported on having a successful open house and that they will be providing public education at Central Sands school on Friday October 10th. Chief Spencer reported that 5 members have completed their driver operator course, and 3 members are in EMR training. Chief Spencer stated that they are looking to start replacing tires on both tenders in 2026. 11. Discuss representative for the Portage County Zoning Ordinance Rewrite Committee – Motion (Dodge/Johnson) to approve Chairman Mike Bronk to be our town Representative on the Ordinance Rewrite Committee. Motion carried 3-0. 12. Discuss setting up ACH Transfers for Recurring Bills (WPS/Unifirst) – Motion (Dodge/Johnson) to find out how to set up these ACH transfers and begin paying recurring bills through these transfers. Motion carried 3-0. 13. September Treasurer’s Report – The September Treasurer report was postponed until the next meeting when the Treasurer can attend and present the numbers. 14. Public Works Update – Foreman Chris Kizewski was present and reported that the road crew has been busy with patching road with this nice weather to include Glacier Ridge Road. The crew was also able to take care of cutting some trees by the gravel pit on Custer Rd for more visibility. Foreman Kizewski stated Nick has been continuing to cut brush along the shoulders. 15. Bills/Checks/Void Checks to Approve - Motion (Johnson/Dodge) to approve checks 44860 – 44919 and ACH transfers 201317 – 201325 with no voids. Motion carried 3-0. 16. Clerk’s Report – Clerk Zurawski stated she has been working on the budget for tonight’s meeting. She has been working with Jeremy to figure out the Fire Department budget. Clerk Zurawski has been busy with Plan Commission requests, printing materials from the County to provide for Cindy, and packet preparation. Clerk Zurawski has been completing quarterly reports, payrolls and monthly remittances. 17. Correspondence - No Comment 18. Items for future meetings – Clerk Zurawski suggested meeting again before our next town Board meeting on October 27th. No date was set but the board agreed to look at their calendars to determine another date to meet. 19. Motion (Dodge/Johnson) to adjourn the meeting at 7:03pm. Motion carried 3-0.
