Minutes: Town of Stockton Board Meeting Monday, July 14, 2025 @ @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to order by Chairman Mike Bronk at 6:32pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, Treasurer Sandra Walters, and Clerk Jennifer Zurawski were all present. 2 members of the public were present. 2. Certify compliance with Open Meeting Law - Clerk Zurawski verified proper notification was given at three physical sites, on our town website and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve Agenda for Monday, July 14th, 2025. Motion carried 3-0. 4. Motion (Dodge/Johnson) to approve Minutes for the Town Board Public Hearing of Monday, June 23 rd, 2025. Motion carried 3-0. 5. Motion (Johnson/Dodge) to approve Minutes for the Town Board Meeting of Monday, June 23rd, 2025. Motion carried 3-0. 6. Anyone wishing to Address the Board – No Comment 7. St. Mary’s Immaculate Conception Parish Located at 7176 Esker Road, Custer, WI 54423 Parcel #0343902 Section 32 Current Zoning R1 Request - Special Exception Request by Jim Lundberg P .E. for an addition to St. Mary’s Immaculate Conception Church, an existing church. The addition will take place in phases and the project could have a finish date as late as 2035, depending on funding. Phase one will include an addition on the roadside of the structure and phase two will be a larger addition to the main structure. Motion (Dodge /Johnson) to agree with the recommendation of the Plan Commission for this request. Motion carried 3-0. 8. June Treasurer’s Report – Treasurer Sandra Walters gave the June 2025 Treasurer’s Report. Motion (Johnson/Dodge) to approve the June Treasurer’s Report as submitted. Motion carried 3-0. 9. 2025 Budget Amendments – Discussion took place on the line items that are over budget. Legislative expenses and Plan Commission are over budget. Clerk Zurawski explained that publication costs keep increasing, stamps just went up again, and we are getting more plan commission requests than last year. Clerk Zurawski also stated that the Plan Commission is also meeting more than it did last year due to the updates in the comprehensive plan. Budget amendments were postponed until we find were to pull the money from to offset the overtures in the road crew insurance premiums and garbage/recycling service increases. 10. Operator’s License/Retailer’s License – Motion (Dodge/Johnson) to approve Corinne Jaeger and Jennifer Busa for new operator licenses in the Town of Stockton. Motion carried 3-0. 11. Public Works Update – Dexter Kaetterhenry from Gremmer & Associates gave an updated on the Standing Rocks Project. Dexter stated he was on the road with Roadcrew Foreman Chris Kizewski determining what trees the roadcrew could cut to reduce costs in the project. Dexter also provided a visual aid for these cost adjustments he came up with to reduce the overall price of the project. All decisions need to be made by August 1st, so he will be attending our next meeting to discuss all these options again so the board can make the final decision. 12. Bills/Checks/Void Checks to Approve - Motion (Dodge/Johnson) to approve checks #44699 – 44766 and ACH Transfers #201296 – 201302 with voided checks #44326 and #44537. Motion carried 3-0. 13. Clerk’s Report - Clerk Zurawski reported that she has sent mailings for the 4-year maintenance in Wisvote for the 2026 elections. Clerk Zurawski stated she contacted Rural Mutual to get the new plow trucks insured and all proper paperwork is now in the trucks. Clerk Zurawski stated she scheduled the SALT order delivery for October and has completed all the quarterly reports and payrolls for the month. 14. Correspondence - No Comment 15. Adjourn – Motion (Johnson/Dodge) to adjourn the meeting at 7:02pm. Motion carried 3-0.
