Minutes: Town of Stockton Board Meeting Monday, June 23, 2023 @ Immediately following the Public Hearing @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to order by Chairman Mike Bronk at 6:32pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, Treasurer Sandra Walters, and Clerk Jennifer Zurawski were all present. Assistant Chief of EMS Dennis Lepak, Fire Chief Jeremy Spencer, and Assistant Fire Chief Brian Higgins were also present. 10 members of the public were present. 2. Motion (Johnson/Dodge) to approve the agenda for Monday, June 23rd, 2025. Motion carried 3-0. 3. Motion (Dodge/Johnson) to approve minutes for the Board of Review of Thursday, June 5 th, 2025. Motion carried 3-0. 4. Motion (Johnson/Dodge) to approve minutes for the Town Board Meeting of Monday, June 9th, 2025. Motion carried 3-0. 5. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting of Monday, June 16th, 2025. Motino carried 3-0. Motion (Bronk/Johnson) to move line item #6 after the Trzebiatowski line items # 7 - #10. Motion carried 3-0. 6. Anyone wishing to Address the Board – Dexter Kaetterhenry from Gremmer & Associates came to give the board updates on the Standing Rocks Project. Dexter stated the design phase is coming to an end and the next steps are for WISDOT to approve and agree to the study report. Dexter also provided some option to save money on the project by bringing the cost back down to the original agreement. 7. Current Owner – Steve and Sandra Trzebiatowski Parcel ID# 034-24-0932-06.06 Custer Square, Stevens Point, WI 54482 Steve Trzebiatowski plans to construct storage units and office buildings on the 5.54 acre property. Total Acreage – 5.54 Acres (Hwy J to Custer Square Rd – South of Custer Square Rd.) Future Land Use – Residential Current Zoning R-1 – Rural and Urban Fringe Residence Request – Change Land Use from Residential to Commercial Motion (Dodge/Johnson) to agree with the recommendation of the Plan Commission for denial of this request. Motion carried 3-0. 8. Current Owner – Steven and Sandra Trzebiatowski Parcel ID# 034-24-0932 – 06.09 Custer Square, Stevens Point, WI 54482 Steve Trzebiatowski plans to construct storage units and office buildings on the .24 acre property. Future Land Use - Residential Current Zoning R-1 - Rural and Urban Fringe Residence Request: Change Land use from Residential to Commercial Motion (Johnson/Dodge) to agree with the recommendation of the Plan Commission for denial of this request. Motion carried 3-0. 11. Emergency Services Report including Fire Chief General Report & EMS Report – Assistant Chief Lepak reported 11 calls since last report (8 Medical & 3 Trauma). Assistant Chief Lepak stated he currently has 13 members. Chief Lepak stated the half marathon coverage was well supported on 06/01/2025 and they have upcoming cross country meets at Standing Rocks scheduled for 9/13, 10/14, and 10/25. Chief Lepak stated they had EMS participation in MABAS drill hosted by Stockton Fire. Another upcoming event will be mountain bike races at Standing Rocks Park on 8/16 & 8/17 that will require staff and UTV presence. Fire Chief Jeremy Spencer reported 7 calls since last report to include false fire alarms, power line down, burning complaints, tire fire, and tractor incident. Chief Spencer reported the department applied for the NVFC State Farm grant. Chief Spencer stated they had 19 personnel, and 7 apparatus present for the Half Marathon on June 1st. Chief Spencer reminded everyone that we have swearing in ceremony on June 25th at 6pm where they will swear in 3 new members and have a potluck to follow. Chief Spencer also reported receiving $1750 from working the 50/50 raffle that was placed in our donations account. Chief Spencer announced they purchased a used breathing air compressor off surplus for $6075. Chier Spencer stated that Engine 1 needed a radiator repair that was approximately $11,000 but Missouri Fire Apparatus covered $8000 of that cost under warranty. 12. 2025 Budget Amendments – Discussion about having the Treasurer’s report on the first meeting instead of the second meeting of each month. Clerk Zurawski created a spreadsheet to show the increase in the budget line items with Security Health Insurance and Harter’s Refuse fees. Budget amendments were postponed until we have the next Treasurer’s report. 13. Operator’s License/Retailer’s License – Motion (Dodge/Johnson) to approve all applicants related to Class “A” Retail Licenses, Combination Class “B” Retail Licenses, Cigarette and Tobacco Products Retail License, and all Operator’s Licenses on the list presented. Motion carried 3-0. 14. May Treasurer’s Report – Treasurer Sandra Walters gave the May 2025 Treasurer’s Report. Motion (Johnson/Dodge) to approve the Treasurer’s Report as submitted. Motion carried 3-0. 15. Public Works Update – Chairman Bronk stated that Chris was out on a call right now for a tree that is down during the storm. Chairman Bronk stated we received the “new” used plow truck from Premier Truck Group today. Chairman Bronk report the road crew has been busy working on Hillside Road patching and filling in dips in the road. Nick is still cutting the shoulders along the roads in the town. 16. Bills/Checks/Void Checks to Approve – Motion to approve checks #44679 – 44698 and ACH Transfers 201294-201295. Motion carried 3-0. 17. Clerk’s Report - Clerk Zurawski reported working with Cindy Davis to get all the Plan Commission materials in order for the meeting on July 2 nd. Clerk Zurawski thanked Fire Chief Jeremy Spencer for replacing all the fire alarms in the Town Hall last week. Clerk Zurawski stated she completed the Rural mutual insurance audit, sent in the Unifirst contract, and the Fahrner’s chip sealing contract. Clerk Zurawski stated she completed all the background checks on the alcohol licensing applications. Clerk Zurawski reported she completed the Video Service DOR report and retail Liquor & Tobacco DOR report. 18. Correspondence – None 19.
