Minutes: Town of Stockton Board Meeting Monday, May 12th, 2025 @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to order by Chairman Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, Treasurer Sandra Walters, and Clerk Jennifer Zurawski were all present. Assistant Chief of EMS Dennis Lepak, and Fire Chief Jeremy Spencer were also present. Road Foreman Chris Kizewski and Town employee Lorin Chojnacki was present as well. No members of the public were present. 2. Certify compliance with Open Meeting Law - Clerk Zurawski verified proper notification was given at three physical sites, on our town website and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve the Agenda for Monday, May 12th, 2025. Motion carried 3-0. 4. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting on April 14th, 2025. Motion carried 3-0. 5. Anyone wishing to Address the Board – No Comment 6. Emergency Services Report including Fire Chief General Report & EMS Report – Assistant Chief Lepak reports 10 calls for EMS Service (1 trauma, 8 medical and 1 rehab fire). Assistant Chief Lepak stated they have 13 active members to include EMR, EMT, Paramedic student, RN and APNP . Assistant Chief Lepak reported their department will provide EMS support in the upcoming half marathon on June 1st. Assistant Chief Lepak stated the department will be servicing upcoming cross-country meets at Standing Rocks. Assistant Lepak asked the board for their support to host a brat fry fundraiser in the future. The board to fully supports their department fundraisers. Fire Chief Spencer reports 6 calls since last meeting, most of them burning complaints. One citation was issued to a resident in Oak Lane Trailer court for an unattended fire and illegal burning. The department submitted for the DNR FFP Grant to support 4 new radios and an AED. Fire Chief Spencer reported they will have their annual swearing in ceremony on June 25th at 6pm. Chief Spencer stated that Engine 1 went in for DEF (Diesel Exhaust Fluid) issue and oil change/DOT inspection which ended in $3900 in repairs that was completely covered by our warranty (def dosing valve, valve cover gasket, both belts and tensioners). The department will be paying for the DOT inspection and oil change. 7. Discussion of Town Board members serving at Plan Commission meeting if quorum is not met - Motion (Bronk/Johnson) to serve on the Plan Commission Board when quorum is not met due to members having excused absences. Motion carried 3-0. 8. Discussion of adoption of the Stevens Point Urban Area Sewer Service Area Plan Update – Motion (Johnson/Dodge) to approve the local adoption of the DNR approval for the Stevens Point Urban Area Sewer Service Area Plan Update. Motion carried 3-0. 9. Discussion of Mailbox policy – No Action Taken 10. Discussion of Profit and Loss Summary for 1st Quarter – Treasurer Walters stated that Dog Licenses Commissions were in the wrong line item. Clerk Zurawski stated she will fix that line item for the next meeting. 11. Discussion of Chip Sealing Bids – Road Foreman Chris Kizewski provided a list of roads that need attention in the town. Clerk Zurawski prepared a Notice for Bids that includes the specifications for chip sealing this list of roads with hot oil and fractured stone. Motion (Dodge/Johnson) to accept his notice for bids to go out this week. Seal bids are to be received by June 9th, 2025, and will be opened at the Town Board meeting on Monday, June 9th, 2025 at 6:30pm. Motion carried 3-0. 12. Discussion of Unifirst Contract Renewal – Clerk Zurawski stated that our Unifirst 5-year contract is coming due and we can move to a 3-year or 5-year contract going forward. Clerk Zurawskli spoke with Road Forman to see if they can eliminate any items on the list to bring the cost down each month. The board postponed action until we can investigate the cost for items on the list and see if we can eliminate any items after speaking to the road crew. 13. Discussion of Purchase of Plow Truck – Motion (Johnson/Bronk) to make a commitment to purchase the two plow trucks pending the outcome of the underbody scrapper and cost for repairs. Motion carried 3-0. 14. March Treasurer’s Report – Treasurer Walters provided the March 2025 Treasurer’s Report to include the current financials and report on last month’s financial activity. Motion (Johnson/Dodge) to approve the report as submitted. Motion carried 3-0. 15. April Treasurer’s Report – Treasurer Walters provided the April 2025 Treasurer’s Report to include the current financials and report on last month’s financial activity. Motion (Dodge/Johnson) to approve the report as submitted. Motion carried 3-0. 16. Public Works Update - Road Foreman Chris Kizewski stated that the last ice storm caused a lot of fallen trees. The road crew has been busy cleaning up those trees and patching roads in the town. 17. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 44576 – 44632 and ACH transfers 201278 -201282 & ACH transfers 201284 – 201287. Motion carried 3-0. 18. Clerk’s Report – Clerk Zurawski stated that the ARPA report was completed and will need to be completed for the next 3 years going forward even though we used all the funds last year. Clerk Zurawski completed the Recycling RU collection report for us to receive our funding. Clerk Zurawski reported that she took all local establishments their liquor licenses paperwork to fill out by May 29th. 19. Correspondence – Chairman Bronk stated the Board received a Letter from VanderWaal Law, S. C. regarding the Midwest Renewable Energy Association parcel # 034-24-0934-02.09. Chairman Bronk stated he reached out to our Town’s attorney Brian Formella as this is a Civil Matter with the MREA and who sold them the land. 20. Items for Future meetings - The Board of Review meeting is scheduled for June 5th, 2025, from 5-7pm. We will have two meetings in June. Mark your calendars for June 9th and June 23rd. 21. Motion (Johnson/Dodge) to adjourn the meeting at 7:37pm. Motion carried 3-0.
