Town of Stockton Board Meeting
Monday, February 24th, 2025 @ 6:30 PM
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to order by Chairman Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne
Dodge, Supervisor Terry Johnson, and Clerk Jennifer Zurawski were all present. Treasurer Sandra Walters had an
excused absence. Assistant Chief of EMS Dennis Lepak and Fire Chief Jeremy Spencer were also present. Three
members of the public were present.
2. Certify compliance with Open Meeting Law - Clerk Zurawski verified proper notification was given at three
physical sites, on our town website and in the paper regarding this meeting.
3. Motion (Johnson/Dodge) to approve Agenda for Monday, February 24th, 2025. Motion carried 3-0.
4. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting on January 27th, 2025. Motion carried
3-0.
5. Anyone wishing to Address the Board - No Comment
6. School Update from Rosholt Superintendent – Dennis Kaczor gave a presentation on the Referendum that will be
on the ballot for the Spring Election on April 1st, 2025 for the Rosholt School District.
7. Emergency Services Report including Fire Chief General Report & EMS Report – Assistant Chief Lepak
reported 15 calls since last meeting with 9 calls being medical and 6 being trauma. Lepak announced the
last snowmobile race is scheduled for 3/1/25 weather permitting. Assistant Chief Lepak stated they
covered 9 races for the year. Assistant Chief Lepak stated he currently has 13 active members. Lepak also stated
that the Fire/EMS banquet was a great success.
Fire Chief Spencer reported one call since the last meeting for a mutual aid call for a chimney fire on Boelter Lake
Rd. Chief Spencer stated that all equipment and invoices have been received for the FFP grant. Chief Spencer
stated the awards banquet was a huge success. He received a lot of compliments from the attendees. Chief
Spencer also reminded us that that Easter Egg hunt will be on Saturday April 19th. Chief Spencer had a lot of
appreciation and gratitude for all the donations received from local businesses that were supportive of this
upcoming event.
8. WTA Meal Preparation and Discussion – Supervisor Dodge stated she got quotes from Arby’s and
investigated the pricing at Fazoli’s. One pan of noodles with sauce was about $105. We would need 5 to
cover the number of people planning to attend the WTA meeting on March 24th. She was quoted for about
$250 for Arby’s roast beef for this same amount of people but this did not include the buns. Supervisor
Dodge suggested we go with Arby’s meal and get individual small bags of chips with a dessert to offer to the
attendees.
9. Clerk Medical Leave Plan and Discussion – Clerk Zurawski stated she will be having knee surgery on April 8th,
2025 and will off of work for 2 weeks after. Clerk Zurawski asked the board if Karen Britz, who is a Deputy Clerk
for the Town of Stockon and on the payroll as an Election worker, could come in and work a few hours to answer
calls and be present at the town in her absence. The Town board agreed to this suggestion.
10. January Treasurer’s Report – Chairman Bronk provided the January 2025 Treasurer’s report in Sandra’s absence
to include current financials and report on last month’s financial activity. Motion (Johnson/Bronk) to approve
report as submitted. Motion carried 3-0.
11. 2024 Budget Amendments – Clerk Zurawski stated she moved the Tax funds to the current year that was
received in December to help give us a better idea of where our year ended and what we have in our budget to
start the year. Clerk Zurawski stated she is working with Pam, County Treasurer, to figure out our negative
balance in our Dog License fees. Clerk Zurawski reported that we overspent in 2024 by $224,199.33. This
expenditure was mostly the extra roadwork we did in 2024. Clerk Zurawski stated that everything is ready to be
sent to Jeff Kropp, accountant, at this time.
12. Public Works Update – Chairman Mike Bronk stated it hasn’t snowed that much but when it has, the road crew
has done a great job of clearing the roads. Chairman Bronk reported that the road crew has started cutting along
the roads around the town.
13. Proposed Solar Farm Project in the Town of Stockton – Chairman Bronk has stated not a lot of information has
been released on this project; however, he did receive a document that is supposed to be posted and shared
with he public. He stated because of the length of the document maybe we can have it out on election day for
residents can read if they choose.
14. Bills/Checks/Void Checks to Approve - Motion (Johnson/Dodge) to approve checks 44398 - 44464 and ACH
transfers 201259 – 201265. Motion carried 3-0.
15. Clerk’s Report – Clerk Zurawski stated the February election went well, and she has confirmed workers for the
April election coming up. Clerk Zurawski reported working with Jeff Kropp, accountant, to complete the CT Form
for the Town. Clerk Zurawski stated that she has been working with Rhonda at Security Health Plan to get Lorin
health insurance through the Town effective April 1st, 2025. Clerk Zurawski reported that Custer Countryside
Construction came in and repainted, fixed the drywall in the bathrooms and kitchen under their quoted price.
They did great work and it only cost the town $1,449.91, not $2618.68 as quoted in the previous meeting. Clerk
Zurawski stated all February Tax settlements were paid on time to the schools and the county.
16. Correspondence – No Comment
17. Items for Future meetings – Clerk Zurawski announced the next meeting would be on March 10th, 2025, and we
will be hosting the WTA meeting on March 24th, 2025.
18. Motion (Johnson/Dodge) to adjourn the meeting at 7:54pm. Motion carried 3-0.
