Minutes: Town of Stockton Board Meeting Monday, January 27th, 2025 @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to order by Chairman Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, Treasurer Sandra Walters, and Clerk Jennifer Zurawski were all present. Assistant Chief of EMS Dennis Lepak and Fire Chief Jeremy Spencer were also present. Road Foreman Chris Kizewski and town employee Lorin Chojnacki was present as well. Two members of the public were present. 2. Certify compliance with Open Meeting Law – Clerk Zurawski verified proper notification was given at three physical sites, on our town website and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve Agenda for Monday, January 27th, 2025. Motion carried 3-0. 4. Motion (Dodge/Johnson) to approve minutes for the Public Hearing on December 9th, 2024. Motion carried 3-0. 5. Anyone wishing to Address the Board – No Comment 6. Emergency Services Report including Fire Chief General Report & EMS Report - Assistant Chief Lepak reported a year in review for 2024 with 92 calls, 34 being trauma related and 58 being medical related. In 2025, Assistant Lepak reported 9 calls (7 Medical and 2 Trauma). Assistant Chief Lepak stated he currently has 13 active members. Assistant Lepak stated that they received the 2025 Portage County grant in the amount of $6590.00. Assistant Lepak reported that they have been working at the snowmobile races every Saturday and will until 3/1/25 now that we have some snow. Fire Chief Jeremy Spencer reported 3 calls since the last report included burning complaints, and fire alarms calls. The Fire Chief stated they set a date for the Easter Egg hunt to be on Saturday, April 19th, 2025. The awards Banquet is set for Feb. 22nd at Jordan Bar with 4pm dinner. Fire Chief Spencer announced they are working on updating some of their policies and procedures to be sure they are following all guidelines. 7. Proposal for New Citation Ordinance for the Town of Stockton – Motion (Dodge/Johnson) to approve #0-24-01 ordinance as submitted. Motion carried 3-0. 8. Discussion on Alcohol & beverage License Fees – Clerk Zurawski stated that with the new state alcohol licenses beginning on January 1st, 2025, there has been a lot of discussion on setting new pricing for each municipality on their Alcohol license fees. Motion (Dodge/Johnson) to set new Alcohol Licenses fees as reported in Resolution R-25-01. Motion carried 3-0. 0 9. Set Employee Reviews for 2025 – Motion (Dodge/Bronk) to set-up Employee annual reviews before October 1st, 2025 and next budget process. Motion carried 3-0. 10. December Treasurer’s Report – Treasurer Walters provided the December 2024 Treasurer’s report to include the current financials and report on last month’s financial activity. Motion (Johnson/Dodge) to approve report as submitted. Motion carried 3-0. 11. 2024 Budget Amendments – Clerk Zurawski provided an updated Profit and Loss Statement for fiscal year 2024. Chairman Bronk stated he would like to find a line between last year with all 2024 bills paid and current total for 2025. 12. Public Works Update – Road Foreman Chris Kizewski stated that he spoke to Aarow Precision about spraying on 35 MPH across the road on 6th street to help with traffic going over the speed limit. Discussion was had that this might need to be an annual thing as it would wear off depending on the amount of traffic. Road Foreman Kizewski stated the road crew has been doing some tree work on Glacier Ridge and along the Fire Department parking to let some sunlight in to help clear the parking lot. Road Foreman Kizewski also announced that the hose was replaced on the Brush Mower. 13. Review Estimate for Bathroom repairs – Motion (Dodge/Johnson) to approve estimate of $ 2,618.68 to repair drywall in men’s bathroom and paint both bathrooms/kitchen in Town Hall. Motion carried 3-0. 14. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 44301 - 44397 and ACH transfers 201247 – 201258. Motion carried 3-0. 15. Clerk’s Report – Clerk Zurawski completed W-2’s and WT-7 form for Department of Revenue. Clerk Zurawski stated she mailed absentee ballots today for the Spring Primary on February 18th. All election workers have confirmed they can work, and all April Election materials were submitted for ballot approval. Clerk Zurawski announced the Board of Review is set for June 5th, 2025, from 5-7pm and Open Book will be on May 29th from 9- 11am by phone. Clerk Zurawski stated she has received 2 Plan Commission applications and is working with Ron and Cindy to get materials ready for that. Clerk Zurawski stated she attended the WRS Webinar to complete the Earning Reconciliation reports that are due this Friday. Clerk Zurawski discussed the WTA meeting we are hosting in March and asked if anyone would volunteer to get price quotes for Arby’s and Fazoli’s. Chairman Bronk volunteered to get quotes from both places to bring to the next Board meeting. 16. Correspondence - No Comment 17. Items for Future meetings – Clerk Zurawski suggested going to one meeting in February and that the next meeting will be on Monday, February 24th, 2025. 18. Motion (Bronk/Johnson) to adjourn the meeting at 7:36pm. Motion carried 3-0.
