Minutes: Town of Stockton Board Meeting Monday, December 9th, 2024 @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to order by Chairman Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, Treasurer Sandra Walters, and Clerk Jennifer Zurawski were all present. Assistant Chief of EMS Dennis Lepak, Fire Chief Jeremy Spencer and Deputy Fire Chief Brian Higgins were also present. Town employee Lorin Chojnacki was present as well. No members of the public were present. 2. Certify compliance with Open Meeting Law – Clerk Zurawski verified proper notification was given at three physical sites, on our town website and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve Agenda for Monday, December 9th, 2024. Motion carried 3-0. 4. Motion (Dodge/Johnson) to approve minutes for the Public Hearing on November 19th, 2024. Motion carried 3-0. 5. Motion (Johnson/Dodge) to approve minutes for the Special Town Meeting of the Stockton Electors on November 19th, 2024. Motion carried 3-0. 6. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting on November 19th, 2024. Motion carried 3-0. 7. Anyone wishing to Address the Board – No Comment 8. Emergency Services Report including Fire Chief General Report & EMS Report - Assistant Chief Lepak reported 17 calls since last report (6 Medical and 11 Trauma), giving us a total of 90 calls for the year. Assistant Chief Lepak stated he currently has 13 active members. Assistant Lepak stated that the Portage County EMS grant was filed for 2025 in the amount of $11,375. All requirements for funding have been met. Fire Chief Jeremy Spencer reported 5 calls since the last report to include 3 motor vehicle accidents. Fire Chief stated they will be attending the Polonia Parade this Friday, December 13th. There is discussion to have an Easter Egg Hunt in 2025 and the awards Banquet is set for Feb. 22nd at Jordan Bar. Fire Chief Jeremy Spencer reported they are finishing up some cabinet organization on the new engine. 9. Proposal for New Citation Ordinance for the Town of Stockton – Motion (Dodge/Johnson) to approve #0-24-01 ordinance as submitted. Motion carried 3-0. 10. Proposal for Outdoor and Refuse Burning Ordinance for the Town of Stockton – Motion (Johnson/Dodge) to approve #0-24-02 ordinance as submitted. Motion carried 3-0. 11. Discussion on Ordinance 0-22-02 For Fire Alarm Systems – Motion (Dodge/Johnson) to make amendments to the ordinance #0-22-02 to follow the guidelines of the new citation ordinance #0-24-01. Motion carried 3-0. 12. November Treasurer’s Report – Treasurer Walters provided the November 2024 Treasurer’s report to include the current financials and report on last month’s financial activity. Motion (Johnson/Dodge) to approve report as submitted. Motion carried 3-0. 13. 2024 Budget Amendments – Clerk Zurawski provided an updated Profit and Loss Statement for 2024 but stated we still have a garbage bill to pay and one more road crew paycheck to cut for the employees. Chairman Bronk suggested the board look at this statement before the next meeting. 14. Public Works Update - Chairman Bronk stated that snow fence is complete in the town. Chairman Bronk also stated that the plow trucks were out in the ice storm and no complaints were called in. 15. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 44268 - 44300 and ACH transfers 201241 – 201246. Motion carried 3-0. 16. Clerk’s Report – Clerk Zurawski stated we are hosting the WTA meeting on Monday, March 24th, 2025. Supervisor Dodge suggested we look into getting Arby’s roast beef for the event. Treasurer Walters also suggested we look into Fazoli’s for a second option. Clerk Zurawski reported completing the FEMA grant online. Clerk Zurawski also stated that Tax Bills were completed and mailed on December 17th. Clerk Zurawski reminded board members that nomination papers are due on Jan. 1st, 2025. 17. Correspondence - No Comment 18. Items for Future meetings – Clerk Zurawski suggested going to one meeting in January and that the next meeting will be on Monday, January 27th, 2025. 19. Motion (Johnson/Dodge) to adjourn the meeting at 7:11pm. Motion carried 3-0.
