Minutes: Public Hearing on the Proposed 2025 Town of Stockton Budget Tuesday, November 19th, 2024 @ 6:00 PM Town Hall, 7252 6th Street, Custer, WI 54423 1. Call to Order by Chairman Mike Bronk at 6:00pm. The Pledge of Allegiance was recited. In attendance: List of attendees attached with seven electors present. 2. Distribute proposed 2025 Town of Stockton budget and hear public commentary – No Comment. 3. Motion (Terry Johnson/Jennifer Zurawski) to adjourn at 6:01pm. Motion Carried 7-0. Call to Order by Chairman Mike Bronk at 6:02pm. List of attendees attached with seven electors present. a Motion (Jennifer Zurawski/Terry Johnson) to elect Chairman Bronk to conduct the meeting. Motion carried 9-0. 2. Report on the actual 2024 expenditures and proposed 2025 budget figures – Chairman Bronk reported on the 2024 expenditures and the proposed 2025 Budget figures. No comment on expenditure. 3. Adoption of the 2024 allowable Tax Levy payable in 2025 – Motion (Cindy Davis/ Sandra Walters) to adopt the 2024 Municipal Tax Levy at $572,380 to be collected in 2025 from the Town of Stockton Residents. Motion carried 7-0. 4. Approval by electors of dollar amount used for road maintenance in the Town of Stockton and allow the Town to exceed the limit for road maintenance as stated in Wis Stats. Section 82.03(2). The total sum spent under this subsection in any year for construction, maintenance, and repair of highways and bridges may not exceed the product of $5,000 multiplied by the miles of highway under the jurisdiction of the town measured by the most recent highway mileage for the town. Motion (James Dodge/Terry Johnson) to exceed the limit for road maintenance as stated in Wis. Stats. Section 82.03 (2). Motion carried 7-0. 5. Public Comment – Resident Cindy Davis reported and handed out salary data for elected officials from surrounding municipalities in Portage County. Davis stated she was following up on the wage study as she promised. 6. Motion (Terry Johnson/Jeanne Dodge) to adjourn at 6:10pm. Motion carried 7-0. Call to Order by Chairman Mike Bronk at 6:11pm. The Pledge of Allegiance was recited. Supervisor Terry Johnson, Supervisor Jeanne Dodge, Clerk Jennifer Zurawski, and Treasurer Sandra Walters were all present. Fire Chief Jeremy Spencer was also present. 3 members of the public were present. 2. Certify compliance with Open Meeting Law - Clerk Zurawski verified proper notification was given at three physical sites, on our town website and in the paper regarding these meetings. 3. Motion (Dodge/Johnson) to approve the agenda for Tuesday, November 19 th, 2024. Motion carried 3-0. 4. Motion (Johnson/Dodge) to approve minutes for the Town Board Meeting of November 11th, 2024. Motion carried 3-0. 5. Anyone wishing to Address the Board – Resident Mike Betro presented to the board that he did a lot shift on his 9.999 acres of land and wants a new driveway permit for the 2nd parcel without having to fill out the driveway application and pay the parkland fee. 6. Adoption of the 2025 Budget – Motion (Johnson/Dodge) to adopt the 2025 Budget as presented to the electors showing a total outcome and expense of $1,342,149.00. Motion carried 3-0. 7. Accept the 2024 Tax Levy and Mill Rate for taxes payable in 2025 – Motion (Dodge/Johnson) to accept the 2024 Tax Levy set at $572,380 (to be collected in 2025) and approved the mill rate for taxes as $1.78394666 of municipal tax per $1,000 of assessed property value. Motion carried 3-0. 8. October Treasurer’s Report – Treasurer Walters gave the October 2024 Treasurer’s Report. Motion (Johnson/Dodge) to accept the report as submitted. Motion carried 3-0. 9. Public Works Update – Chairman Bronk stated that the snow fence poles are in around the town. The roadcrew will be working on putting up the snow fence in the next few weeks. Bronk also stated that Nick is still cutting grass and brush along the roadways. 10. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 44233-44267 and ACH transfer 201240. Motion carried 3-0. 11. Clerk’s Report – Clerk Zurawski stated she was working on getting the new health plan set up with Security Health. Clerk Zurawski reported completing the Ascent Refuse charge on the Tax Bills and submitted those to the County Treasurer before the deadline. Clerk Zurawski stated she reconciled the election and closed that out this week. 12. Correspondence – No Comment 13. Items for Future Meetings – No meeting on November 25th, 2024. Clerk Zurawski suggested we only hold one meeting in December (December 9th) due to the 2nd meeting falling on the week of the Christmas Holiday. 14. Motion (Dodge/Johnson) to adjourn at 6:43pm.
