Minutes: Town of Stockton Board Meeting Monday, November 11th, 2024 @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to order by Chairman Mike Bronk at 6:30pm. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, and Clerk Jennifer Zurawski were all present. Treasurer Sandra Walters was excused due to illness. Fire Chief Jeremy Spencer, Deputy Fire Chief Brian Higgins, and Town employee Lorin Chojnacki were also present. 1 member of the public was present. 2. Certify compliance with Open Meeting Law - Clerk Zurawski verified proper notification was given at three physical sites, on our town website and in the paper regarding this meeting. 3. Motion (Johnson/Dodge) to approve Agenda for Monday, November 11th, 2024. Motion Carried 3-0. 4. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting on October 28th, 2024. Motion Carried 3-0. 5. Anyone wishing to Address the Board – Supervisor Johnson reported he received a quote from Badger Power Systems for the generators totaling $172,751.33. Three generators are needed to power the Town Hall, Town Garage, and Water pump by the road. The Town Hall quote was $49,710.05. The Town Garage quote was $59,412.68 and the Water Pump quote was the most expensive at $63,628.60. 6. Emergency Services Report including Fire Chief General Report & EMS Report – Fire Chief Spencer gave the EMS report in Assistant Chief of EMS Dennis Lepak’s excused absence. Fire Chief Spencer reported 11 calls since last report (4 Medical) and (7 Trauma), giving us a total of 84 calls for the year. The EMS department currently has 13 active members. Spencer stated they completed 4 total cross county events. Spencer also stated that 4 members attended the EMS Banquet held in Plover and that it was a very nice event. Spencer also stated that they have snowmobile races on the schedule between 12/28/24 until March 25th weather pending. Fire Chief Spencer reported 13 calls since the last report to include false fire alarms, mutual aid calls, vehicle accident on Hwy J, and mobile home fire. Fire Chief Spencer stated they were denied the AFG grant but are working on applying for the AFG NOFO grant that opens November 12th. Spencer asked the board to move forward in pursuing the ordinance to issue citations. Spencer stated he is willing to work with the clerk to get this ordinance typed up for board approval. Fire Chief Spencer reported the department will participate in two parades in December, planning to do the Easter Hunt again and have scheduled the awards banquet for February 22nd, 2025. Fire Chief Spencer thanked the Road Crew for joining them for the Move over/Slow Down photo that received a lot of social media attention. 7. Discussion of Plow Trucks Purchase – Chairman Bronk stated that he received an email from Premier Truck Group of La Crosse stating he has two 2016 Kenworth T480 Single Axle Plow Trucks available after winter for a price of $99,990 per truck. After discussion, a motion was made by (Dodge/Johnson) to put these trucks on hold until after winter and then decide to buy them at that time. Motion carried 3-0. 8. Public Works Update - Town employee Lorin Chojnacki reported that the road crew has been busy mixing salt and sand in preparation of winter. He stated the plows are ready in the shop to go out when the snow starts flying. He also stated Nick has been using the new tractor to cut the sides of the roadway. 9. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 44214 – 44232 and ACH transfers 201236-201239. Motion carried 3-0. 10. Clerk’s Report - Clerk Zurawski stated the election went well and we had a very good turnout with 128 new registrations on election day. Clerk Zurawski reported she had a great group of poll workers on election day and appreciated all their help, especially at the end of the night. Clerk Zurawski stated that she will be working to close out the election and get tax bills prepared for the County. 11. Correspondence - No Comment 12. Items for Future meetings – Supervisor Johnson suggested we go out for bids for the generator in January 2025 so the board can decide if we want to begin the project in Spring of 2025. 13. Budget Updates & Discussion – Clerk Zurawski stated our 3-meeting public hearing is scheduled for Tuesday, November 19th starting at 6pm. 14. Adjourn – Motion (Johnson/Bronk) to adjourn the meeting at 7:17pm. Motion carried 3-0.
