Town of Stockton Board Meeting
Monday, August 26th, 2024 @ 6:30 PM
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to order by Chairman Mike Bronk at 6:30 PM. The Pledge of Allegiance was recited. Supervisor
Jeanne Dodge, Supervisor Terry Johnson, Clerk Jennifer Zurawski, and Treasurer Sandra Walters
were all present. Fire Chief Jeremy Spencer, Deputy Fire Chief Brian Higgins and Assistant Chief of EMS
Dennis Lepak were also present. One member of the public was present.
2. Motion (Johnson/Dodge) to approve Agenda for Monday, August 26th, 2024. Motion carried 3-0.
3. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting of August 5th, 2024. Motion
carried 3-0.
1. Anyone wishing to Address the Board – Supervisor Jeanne Dodge reported getting a $58 quote from a
dry cleaner to clean the quilt that used to be on the wall in the Town Hall Building. She suggested getting
it cleaned to possible auction it off at a Town Hall Open House or Fire Event.
2. Discussion of Portage County All-Hazards Mitigation Plan – Motion (Bronk/Johnson) to opt out of this
plan. Motion carried 3-0.
3. Emergency Services Report including Fire Chief General Report & EMS Report – Assistant Chief Lepak
reported 14 calls since last report (5 Medical, 9 Trauma), giving us a total of 61 calls for the year.
Assistant Chief Lepak stated he currently has 14 active members and that they received Jeff Peters
Resignation from the department. The EMS Team staffed the PYWA baseball tournament, a 2-day
Mountain bike event, and participated in a recovery event with the Fire Department at Standing Rocks
Park. Lepak stated that they have cross country events coming up at Standing Rocks Park to provide
chase coverage with UTV for both the SPASH and Tomorrow River School District.
Fire Chief Jeremy Spencer reported 8 calls since the last report to include fire alarms, a few vehicle
accidents, mutual aid structure fire in Hull and an electrical fire on Johnnies Lane. Fire Chief Spencer
started the new engine is in service and our old engine has been sold. Spencer stated they have applied
for the DNR FFP Grant, a WPS Grant, and a FEMA AFG Grant. We had a termination in the department
due to attendance. Sandra Sankey has turned in all her equipment. Spencer stated having over $12,000
in vehicle repairs this month. The tenders have been fixed from all oil leaks. The Brush truck needed new
ball joints and steering parts. All vehicles meet DOT standards now and have had routine oil change
maintenance. Fire Chief Spencer stated that our road crew has received some positive feedback on their
active Facebook postings. He congratulated our road crew on a job well done.
4. Glacier Ridge Cul-de-sac agreement with landowners – Chairman Bronk stated that this line item will be
postponed until next meeting when the landowners can be present. No action was taken.
5. July Treasurer’s Report – Treasurer Sandra Walters gave the July 2024 Treasurer’s Report. Motion
(Johnson/Dodge) to approve the Treasurer’s Report as submitted. Motion carried 3-0.
6. Public Works Update – Chairman Bronk spoke to Road Foreman Chris Kizewski this week and they have
finished paving Oak Moraine. The road crew is working to clean up the shoulders and get new grass
planted. Foreman Kizewski stated that Red Fox Rd is on the radar next after evaluating roads that need
attention.
7. Bills/Checks/Void Checks to Approve – Before approving Checks Clerk Zurawski stated that Check #43974
has been voided and replaced with Check # 44012 for the correct amount to Fire Chief Jeremy Spencer.
Clerk Zurawski also found a check that cleared twice from a member of the Fire Department payroll
when doing the treasurer’s report. That check was returned and deposited back into our account on
Tuesday, August 13th and was verified by Nicolet Bank. Motion (Dodge/Johnson) to approve checks 44055
– 44091 and ACH Transfers 201216 – 201217. Motion carried 3-0.
8. Clerk’s Report – Clerk Zurawski reported that there will be a Plan Commission meeting at 5:30pm on
Wednesday, September 4th and a Public Information meeting for the Standing Rocks Project on Thursday,
September 5th from 5pm to 6:30pm. Clerk Zurawski stated the 2025 Recycling grant is available online
now and that she will begin working on that. Zurawski stated the election ran well and she was able to
close out the August election successfully. Clerk Zurawski announced she will be out of the office on
September 16th to attend the Fall WTA Conference at the Holiday Inn in Stevens Point.
