Town of Stockton Board Meeting
Monday, August 5th, 2024 @ 6:30 PM
Town Hall, 7252 6th St, Custer, WI 54423
1. Call to order by Chairman Mike Bronk at 6:30 PM. The Pledge of Allegiance was recited. Supervisor
Jeanne Dodge, Supervisor Terry Johnson, Clerk Jennifer Zurawski, and Treasurer Sandra Walters
were all present. One member of the public was present.
2. Motion (Johnson/Dodge) to approve Agenda for Monday, August 5th, 2024. Motion carried 3-0.
3. Motion (Dodge/Johnson) to approve minutes for the Town Board Meeting on July 8th, 2024. Motion
carried 3-0.
4. Anyone wishing to Address the Board – No Comment
5. Landscaping updates at Town of Stockton Park – Town Resident Jerry Piesik presented to the board a
written description and pictures proposing new landscaping ideas for Stockton Park. Jerry asked for the
board to help with the use equipment to move the 2 large rocks along the driveway and a rough estimate
of a $1000 for materials to do this project. Motion (Johnson/Bronk – Dodge abstained from voting) to
approve using $1000 of the parkland funds to supply this project presented to the board. Motion carried
2-0.
6. Discussion of Portage County All Hazards Mitigation Plan – Motion (Bronk/Johnson) to opt out of this
plan. Clerk Zurawski stated that if we opt out, it is her understanding that we would lose any state
funding in the event a hazard occurs in our township. Motion (Dodge/Bronk) to postpone this motion
until we have further clarification from Bob Weinert on if we opt out what that means for our township
in the event a hazard occurs. Motion carried 3-0.
7. Discussion and Verification of Portage County Outdoor Recreation Plan – Clerk Zurawski stated she
received an email from Fred Heider asking for the board’s help to update the Portage County Outdoor
Recreation Plan. During this discussion we made a few changes to the description of the Town of
Stockton Park to be more accurate with the new things added and discussed some proposed projects to
consider in the next 5 years. We also changed the description of the Arnott Lions Park to read that it is
privately owned and maintained by the Arnott Lions Club.
8. Discussion of Alcohol licensing Fees – Clerk Zurawski presented a proposal to increase alcohol licensing
fees in the Town of Stockton to be comparable to surrounding municipalities in our county. Motion
(Dodge/Johnson) to approve the increase for Class “B” Beer License from $100 to $150, increase Class
“B” Liquor Licensing from $150 to $250, increase Class “A” Beer License from $125 to $150, increase
Tobacco License from $10 to $75, and increase Operator License (one year) from $20 to $30 effective
immediately. Motion carried 3-0.
9. Glacier Ridge Cul-de-sac agreement with landowners – Chairman Bronk stated that this line item will be
postponed until next meeting when the landowners can be present. No action was taken.
10. June Treasurer’s Report - Treasurer Sandra Walters gave the June 2024 Treasurer’s Report. Motion
(Johnson/Bronk) to approve the Treasurer’s Report as submitted. Motion carried 3-0.
11. Operator’s License/Retailers License - Motion (Bronk/Johnson) to approve Kathleen Herman as a renewal
applicant for an operator’s license. Motion carried 3-0.
12. Public Works Update – Chairman Bronk stated that Road Foreman Chris Kizewski and his significant other
Kayla had a baby boy last week. He stated his congratulations to them both! Bronk also reported the
road crew has been patching roads in the town using the old tar kettle and will begin mowing the sides of
the roads for the 2nd time in a few weeks. Chairman Bronk also stated that the Sweeper went down last
week over by Old Hwy 18 and is now getting repaired.
13. Bills/Checks/Void Checks to Approve – Motion (Johnson/Dodge) to approve checks 43979 - 44054 and
ACH Transfers 201206 – 201215. Motion carried 3-0.
14. Clerk’s Report - Clerk Zurawski reported receiving an email invitation to share with the board from Mike
Pagel regarding the Vista Sands Solar Meeting on August 15th. Clerk Zurawski stated she was busy
cleaning and getting the Town Hall back in order after the painting and repairs were done on the walls.
Clerk Zurawski stated our cleaning lady, Anita, did a great job of cleaning all the woodwork and helping
get this place clean for the election to take place. She was thankful for the extra time she put in. Clerk
Zurawski stated that in-person voting started last week and that the Public Test will be on Thursday,
August 8th at 9am.

16. Adjourn - Motion (Johnson/Dodge) to adjourn the meeting at 7:20pm. Motion carried 3-0.
