Minutes: Town of Stockton Board Meeting Monday, June 24th, 2024 @ 6:30 PM Town Hall, 7252 6th St, Custer, WI 54423 1. Call to order by Chairman Mike Bronk at 6:30 PM. The Pledge of Allegiance was recited. Supervisor Jeanne Dodge, Supervisor Terry Johnson, Clerk Jennifer Zurawski, and Treasurer Sandra Walters were all present. Assistant Chief of EMS Dennis Lepak and Fire Chief Jeremy Spencer were also present. One member from the public was present. 2. Motion (Johnson/ Dodge) to approve Agenda for Monday, June 24th, 2024. Motion carried 3-0. 3. Motion (Dodge/ Johnson) to approve minutes for the Town Board Meeting on June 10th, 2024. Motion carried 3-0. 4. Motion (Johnson/ Dodge) to approve minutes for the BOR Town Board Meeting on June 13th, 2024. Motion carried 3-0. 5. Anyone wishing to Address the Board – Bob Weinert, Portage County Emergency Management Coordinator, stated that he is going to all the municipalities to get participation in the County wide plan to update the Community needs and profile for hazards in the townships. He is asking us to either opt in or opt out and create the documentation for these projects by November 2024. 6. Emergency Services Report including Fire Chief General Report & EMS Report – Assistant Chief Lepak reported 9 calls since last report (5 medical, 4 trauma), giving us a total of 49 calls for the year (33 medical, 16 trauma). Assistant Chief Lepak stated he has 13 current active members. Lepak reported that they staffed Little Britches Rodeo in Amherst and MREA 2-day event in conjunction with Amherst Fire Department. Lepak reported that the swearing in ceremony is this coming Wednesday, mountain bike races on August 16 th & 17th. Chief Lepak will be reaching out to Bonnie Bronk to get schedule for Cross County Races. Fire Chief Jeremy Spencer reported 3 calls since last report to include structure fires and gas smell. Update on the New fire apparatus is that Brian Higgins and I will be leaving on Sunday to pick up the truck and drive it home Monday. Fire Chief Jeremy Spencer stated the department applied for the DNR FFP Grant and WPS Grant. Fire Chief Spencer reported having 2 new members join and one new applicant. Fire Chief Spencer announced upcoming events to include the swearing in ceremony and potluck for the members and their families. The Department will be attending the July 4 th Parade, and the New Fire Truck will be on display at Riverfront Rendezvous July 6th. Fire Chief Spencer asked us to mark our calendars for the Open House on September 11th from 6- 8pm. 7. Glacier Ridge Cul-de-sac agreement with landowners – Chairman Bronk provided a map to extend cul-de-sac off ridge road to Jo Pine Road. Chairman Bronk stated the landowners agree with this proposal. 8. Renewal of Animal Control Contract – Motion (Johnson/Dodge) to accept the renewal of the Portage County Animal Control Agreement that will commence on January 1st, 2024, and terminate on December 31st, 2029. Motion carried 3-0. 9. Operator’s License/Retailer License - Motion (Johnson/Dodge) to approve renewal Temporary Class “B” Retail license for the Zor Shrine Funster event on 10/12/24 to 10/13/24, and renewal of operator license for Randall Webb. Motion carried 3-0. 10. May Treasurer’s Report – Treasurer Sandra Walters gave the May 2024 Treasurer’s Report. Motion (Johnson/Dodge) to approve the Treasurer’s Report as submitted. Motion carried 3-0. 11. Public Works Update – Chairman Bronk reported Scotts Construction will be in our town early July to start the crack filling. Chairman Bronk stated the road crew has been busy cutting grass on the sides of the roads. Their goal is to be done by July 4th pending weather. 12. Bills/Checks/Void Checks to Approve - Motion (Johnson/Dodge) to approve checks 43919 – 43938 and ACH Transfers 201202 - 201203. Motion carried 3-0. 13. Clerk’s Report – Clerk Zurawski presented the information Rural Mutual Insurance gave regarding raising our deductible from $1000 to $2500. Clerk Zurawski recommended staying at the $1000 deductible since it would only save the town about $475 per year but cost more to fix anything in the event something would happen. Clerk Zurawski followed up on the Liquor license fees that was discussed in the last meeting. She received a few townships fees after reaching out to many clerks and stated that our fees are considerably less than other municipalities in the area. Zurawski reported that she delivered all the new Liquor Licenses for 2024-2025 in the Town. Clerk Zurawski stated she completed the 3 Department of Revenue reports that were due on July 1st, 2024. Clerk Zurawski is now working on the Rural Mutual Insurance Audit. 14. Correspondence – Supervisor Dodge stated that she talked to Mike Pagel and signed us up to host the November WTA meeting. 15. Motion (Johnson/Bronk) to adjourn the meeting at 7:26pm. Motion carried 3-0.
