It was determined that the director of the operation did not use good judgement. After the dog had bitten the victim the dog handlers attempted leave for the day. The director talked to the dog handlers and asked them to stay, which they agreed. The director then instructed the handlers to take the therapy dog to the remaining three classrooms where children were present.
